IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING

AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.

1. Call to Order/Pledge of Allegiance.
2. Consent Agenda (any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).
1. Approval of Minutes from the January 7 Council Work Session and the January 14 Regular Business Meeting, and dispense with the reading of the Minutes.
2. Request for refund of $114.57, plus interest, for 2003 personal property taxes paid on a vehicle disposed of in 2002, per Code of Virginia § 58.1-3981.
3. Second consideration/adoption of an ordinance appropriating Autism Priority Project Funds in the amount of $2,500 to the Elementary Central Office Fund operating for Fiscal Year ending June 30, 2008.
4. Second consideration/adoption of an ordinance appropriating $390,111 from a General Fund Reserve consisting of unspent locally appropriated FY07 funds for the Waynesboro City Schools to the School Operating Fund for operating expenditures for the Fiscal Year ending June 30, 2008.
5. Second consideration/adoption of an ordinance appropriating $174.00 from General Fund Parks and Recreation materials and supplies for expenditures related to instructional material for educational material at Rosenwald Community Center for the Fiscal Year ending June 30, 2008.
6. Second consideration/adoption of an ordinance appropriating $399.00 from General Fund Parks and Recreation donations to Parks and Recreation purchased services for expenditures related to printing and binding for Reel Rock event for the Fiscal Year ending June 30, 2008.
7. Second consideration/adoption of an ordinance appropriating $2,671.00 from General Fund Police Department Purchased Services for expenditures related to technical services for replacement of obsolete security equipment in Police Department Holding Area for the Fiscal Year ending June 30, 2008.
8. Second consideration/adoption of an ordinance appropriating $11,596 from General Fund Emergency Operations Center Major Purchases for expenditures related to non-capital communications equipment to reconfigure radio communications system for the Fiscal Year ending June 30, 2008.
9. Second consideration/adoption of an ordinance authorizing the issuance of General Obligation Public Improvement Bonds of the City of Waynesboro, Virginia, in a maximum principal amount not to exceed $10,076,352.
3. Planning Matter:
1. Consider an ordinance rezoning from RA-3 Single Family District to C-1 Local Business District, with proffers, an 8,891 square foot parcel, .206 acres with an existing dwelling, located at Tax Map 33, Lot 21A, Block 2, Jefferson Park Estates Unit 2, with the address of 2009 West Main Street.
2. Presentation of the Planning Commission’s 2007 Annual Report.
4. Recognition of Waynesboro Fire Department’s Life Saving Medal recipients.
5. Presentation by Waynesboro Downtown Development, Inc. of their Strategic Plan.
6. Presentation by the Waynesboro Economic Development Authority regarding the Wayne Theatre Performance Agreement and a request to adopt a resolution approving the Agreement.
7. Presentation by Pat Nicosia, Director of Purchasing, Budget, Inventory, regarding several amendments to the adopted Fiscal Year 08 budget, and consider setting a public hearing for February 25, 2008 to receive comments on an ordinance amending the FY08 budget.
8. Consider introducing the following ordinances:
1. Appropriating $2,000.00 from Management Consulting to the Disability Grant Fund for the Disability Services Board Transportation Survey.
2. Appropriating $14,017.00 for the Reading First Grant, to be used to pay salaries, benefits, travel and instructional materials.
3. Appropriating $536,792 from the General Fund Undesignated Fund Balance to the Economic Development Authority ($100,000), to the Economic Development Activity Reserve ($200,000), and to the Special Projects Fund Capital Reserve ($236,792) for the Fiscal Year Ending June 30, 2008.
4. Re-appropriating $370,541 of the amount originally appropriated for the Middle River Regional Jail in the FY08 Annual Appropriation Ordinance to the Debt Service Reserve ($250,000) and to the Special Projects Fund Capital Reserve ($120,546).
5. Authorizing the issuance of debt in the maximum principal amount of $18,294,900 for capital expenses related to the upgrade and expansion of the Wastewater Treatment Plant, the Infiltration and Inflow Consent Order, and the Oak Hill Sanitary Sewer Improvement Project. This will require a public hearing which will be scheduled for the February 11th Council meeting.
