The Staunton Police Department is investigating a shooting that occurred in the 1200 block of Walnut Street shortly after 6:00 p.m. on this date. Two victims suffered gunshot wounds: a ten year old male and a male in his mid-twenties. At this time the injuries are not expected to be life-threatening.

Highway work zones in the Staunton District

The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath, Rockbridge, Augusta, Highland, Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

Interstate 64

* Mile marker 93 to mile marker 95 – Alternating lane and shoulder closures at the underpass on Route 834 (Hickory Hill) and over railroads at mile marker 95 due to cleaning and painting bridge 24 hours a day Sunday through Saturday, except from 9 a.m. to 7 p.m. on Sunday, Oct. 28 and Saturday, Nov. 3.

Death On 340 - October 25



October 25, 2007 - 10:00 pm Route 340 17-year-old Travis Brian Williamson was Killed in a car wreck south of Grottoes.The State Police believe that a bald rear tire caused him to hydroplane on the wet road and lose control of the car. When the car went off the road and into a ditch it hit a tree. Williamson died at the scene, he was not far from where he lived.

Trailer Fire - October 24







October 24 2007- 12:09 am Lyndhurst Rd. A fire damaged a trailer on the property of Waynesboro Nurseries.
The fire damaged the end of the trailer heavily on one end.The fire started in an office, but went through the rafters leaving smoke damage throughout. The trailer was used as offices, sleeping quarters and a kitchen for employees of the nursery. The three people that where in the trailer at the time of the fire got out with no injuries.

The Staunton Police Department is investigating a robbery that occurred in the 100 Block of Greenville Avenue at approximately 2:30 pm on October 19, 2007.

The victim was approached by a black male who forcibly took $50.00 from the victim.

The suspect is described as a black male, over 6’ tall, 270-300 pounds,

wearing a blue “basketball type” shirt and blue pants with a white stripe down the sides.

The suspect left the scene in a maroon colored vehicle.

October 19, 2007 - The wet morning caused many roads in Augusta county on Friday to become slick. there where several car wrecks reported throw out the county no severe injuries where reported.

Glenda Kennedy driving on Cold Springs road at 8:50 am flipped her 95 Jeep as she came around a sharp turn. Kennedy was not injured badly and was charged with driving to fast for road conditions.

VDOT COMPLETES DECK-TRUSS BRIDGE RE-INSPECTIONS



RICHMOND – The Virginia Department of Transportation (VDOT) has completed the re-inspection of 11 deck-truss bridges similar in construction to the I-35W Minneapolis Bridge that collapsed in early August. No serious safety issues were uncovered during the inspections, but the bridge inspections noted needed repairs on three bridges. Work on two of these bridges has already been completed, while repairs on the third bridge are under way.



“We ordered inspections of all of our deck-truss bridges following the Minnesota collapse to ensure that there were no imminent safety issues,” said Ken Walus, VDOT’s state structure and bridge engineer. “Although we have no reason to suspect that any of our 20,823 bridges are unsafe for traffic, we are being extra cautious to ensure that any Virginia bridges similar to the bridge involved in the Minnesota tragedy received another inspection to look for anything out of the ordinary.”

In all but three cases, the re-inspections of these structures turned up no major problems. Minor strengthening work was done to two bridges in Page County --the Route 340 Bridge over Jeremy’s Run and the Route 340 Bridge over Overall Run—to reinforce areas with increased deterioration. This deterioration was repaired within days and the bridges remain open to traffic. Projects are also under way to replace both of these bridges.



Ultrasonic inspections of a third structure, the Route 3 Robert O. Norris Bridge over the Rappahannock River in Middlesex County , found a possible abnormality within one of 160 pins used to connect structural elements in the bridge. Ultrasonic testing indicated an abnormality inside one 6-inch by 12-and-three-quarters-inch bridge pin not visible to the naked eye.



VDOT crews took immediate action to restrict the bridge to a three-ton weight limit on Oct. 3. An emergency contract was put into place to make necessary repairs. Repair work has begun on the bridge as crews have started to install extra bridge supports before replacing the bridge pin. Work is scheduled for completion Nov. 3. Meanwhile, vehicles weighing more than three-tons are being rerouted. Overweight vehicles should use Route 17 north to Route 360 near Tappahannock, follow Route 360 east to Warsaw , then take Route 3 south to bypass the bridge.



VDOT engineers completed the review bridge inspection reports for all fracture-critical bridges in its inventory and are currently conducting quality assurance reviews in the field. Routine bridge inspections also continue to ensure that all 20,823 Virginia bridges remain safe for motorists. When bridge inspectors find any safety concerns, bridges are immediately posted to reduce weight limits or closed until necessary repairs are made.

RICHMOND –The Virginia Department of Transportation (VDOT) recently awarded $2.5 million in Safe Routes to Schools program funding to foster opportunities for Virginia children in grades K-8 to more safely walk and bike to school.

Launched in September 2006 by Gov. Timothy M. Kaine, the Safe Routes to Schools program encourages children to walk and bike to school, teaches school-age children bicycle and pedestrian safety, promotes healthy and active lifestyles from an early age, and funds projects that improve safety and reduce traffic, fuel consumption and air pollution in the vicinity of schools.

“Virginia is experiencing a disturbingly high number of traffic fatalities every year. We must pursue every possible way to address this epidemic and save lives,” said VDOT Commissioner David S. Ekern. “A key way to save lives is to convince drivers that they must share the road with bicyclists and pedestrians. The grants available within our Safe Routes to Schools program are another tool to reinforce that important message near schools where there is a high concentration of pedestrian traffic.”

The following localities received portions of $2.3 million in funding for infrastructure projects. These can include signing, sidewalks, pedestrian and bicycle crossings, traffic-calming improvements, and other bicycle and pedestrian facilities.

Building Community--Taking Action

The Healing of One Person Benefits the Whole Community

Mental health treatment no longer is confined to an institution but continues in the community. A community-based system of services promotes self-determination, empowerment, recovery, and the highest possible level of community participation in work, relationships, and all aspects of community life. In this community and others, those who suffer from a mental illness learn how to stay healthy and how to minimize relapses through the Wellness Recovery Action Plan (WRAP) started by Mary Ellen Copeland.

Jo-Amrah McElroy, M. Ed., will share her work experiences in the Virginia mental health system as Virginia helps to build community for those who are recovering from a mental illness. She will address the hopes and dreams for Virginia’s recovery movement and where it can go. She states, “Recovery from a mental illness involves more than recovery than the illness itself. People who have a mental illness have to recover from the stigmas of the illness, which people who have cancer and diabetes do not have to. They also have to recover from dashed dreams, hopes, and issues of self-esteem.” She also says that education is key in understanding a mental illness in order to reduce the stigma in our Virginia communities and remove the fear factor.

A Mental Health Planner with the Department of Mental Health Mental Retardation and Substance Abuse Services in Virginia, she is responsible for the Federal Mental Health Block Grant Application that brings the majority of federal money for mental health into the state. This money goes to Community Service Boards as well as consumer groups. Handling numerous contracts with various consumer owned and operated groups throughout the state as well as contracts with national groups such as MHA Virginia, she serves as the point person in the state for recovery. She travels the state promoting recovery. She is also am the support person from DMHMRSAS for the Mental Health Planning Council.

Scarlett Coffman Danraj, a Mental Health Residential Counselor in the Mental Health Supports Services Department with Valley Community Services Board will give her perspective on the role of the community in peoples’ recovery. She works closely with consumer peers who are transforming their lives and the lives of the community on a daily basis. This includes providing: assistance to consumer peers with tasks such as locating and maintaining stable housing; researching work training or further education opportunities; obtaining day supports within the community; understanding money management; outreaching socialization opportunities; interpersonal relationship building skills; support with dealing with alcoholism and drug usage; health needs management for psychiatric and medical; and assistance with overcoming communication barriers all while encouraging them to integrate into the community.

Additionally, Scarlett provides support by attending recovery based activities such as the North West Peer Support meetings, statewide VOCAL meetings, lobbying in Richmond for mental health, our local We Care NAMI meetings, and recovery trainings throughout the state. She also serves as a board member for the Valley Recovery and Resource Center, a consumer-run program for the Staunton, Waynesboro, Augusta County, and Highland County area. This group provides support from peers for peers as they work to abolish stigma within their community. I work as a liaison between consumer peers and community members. I teach consumer peers to communicate openly and independently with such community members, thus eliminating the role of a liaison. She states, “I am privileged to see growth and transformation first hand on a daily basis. I am able to support individuals who are experiencing feelings and emotions, in some instances, for the first time, and am blessed to share in their joy and excitement!”

Scarlett was born and raised in Augusta County, graduating from Stuart Draft High School in 2001. After high school, she attended Longwood University in Farmville, Virginia, graduating in 2005, majoring in psychology and minoring in women's studies and sociology. After college, she came home to be close to family and started working in VCSB’s Residential program two weeks later.

Award the Keep Virginia Beautiful Program - October 11






































Staunton Horticulturalist Matthew W. Sensabaugh was presented the Outstanding Individual Award by the Keep Virginia Beautiful Program during October 12 ceremonies in Richmond. The city’s new sensory garden at the Staunton Public Library was also awarded first place in the Public Garden category in the Keep Virginia Green Landscape Excellence Award program.

Both these top state awards have been forwarded to the national Keep America Beautiful awards program.

Sensabaugh was recognized for his overall efforts in creating and maintaining gardens and plants around the City of Staunton. The Horticulture Unit is a part of the city’s Recreation and Parks Department.

The new Brenda L. Papke Memorial Sensory Garden at the Staunton Public Library was created to honor Papke’s great contributions to the city and the education of its children . It sprang from a community effort involving the unique partnership of Staunton city departments (Recreation & Parks - Horticulture, Public Works, and the Library), the non-profit sector (Children's Art Network and the Talking Book Center), state and regional disability organizations, local businesses and individuals. The garden, dedicated earlier this year, provides very special plants that appeal no those with visual impairments through the senses of smell or touch.

Oakley Pearson of the Talking Book Center and Sensabaugh accepted the award on the city’s behalf.

School Bus Wreck - October 10



WAYNESBORO POLICE DEPARTMENT

MEDIA RELEASE

On Wednesday, October 10, 2007 at approximately 3:43pm the Waynesboro Police Department responded to a report of a traffic accident at the intersection of King Avenue and Ivy Street involving a Waynesboro City Public Schools bus. The result of the investigation determined that Allen Knotts Jr., 37, of Waynesboro was attempting to cross the intersection on Ivy Street in front of the school bus that was traveling northbound on King Avenue. Knott failed to yield the right-of way to the school bus. The school bus struck Knott’s vehicle in the intersection. Knott’s vehicle then struck a third vehicle that was legally stopped at the intersection. Knott was subsequently charged with violation of Virginia code section 46.2-820 fail to yield right-of-way. No injuries were reported on the school bus. Two other injuries were reported from the other vehicles involved. One was transported to Augusta Medical Center.

Waynesboro Police Department Asking for Help - October 9

Ladies and Gentlemen,

The Waynesboro Police Department is investigating the theft of a moped which occurred on September 18, 2007 at approximately 6:30 pm, in the 600 block Ivanhoe Ave. Police were contacted by a citizen who observed two men loading a cream & black, 2005 Yamaha Scooter into the back of a light blue extended cab Chevrolet pickup. Upon arrival officers found the suspects had left with the vehicle heading toward the county/Calf Mountain Road Area. No description of the suspects is available for release at this time.

Man Thrown From Car - October 7



October 7, 2007 - 5:00 pm Calf Mouton hwy Michel Isaacson 19 was driving his car into Waynesboro when the car flipped 4 times. He was driving at 80 miles pr-hour when he lost control of the car. Isaacson was thrown from the car and was found about 20 feet from it in the road. He was taken to UVA by helicopter, the extent of his injuries are not known. The Virgina state police believe that alcohol was a contributing factor. He was not wearing a seat belt. Charges are pending.

Reed, owners of property in the RA-4 Single Family District, to receive public comment on a proposed amendment to City Code Chapter 98-250.5 Permitted Uses in the RA-4 Districts so as to allow homes for victims of domestic abuse in the RA-4 district by conditional use permit.
2. Hold a Joint Public Hearing at the request of Raymond E. and Peggy C. Reed, owners, on behalf of New Directions, Inc. to receive comment for a conditional use permit to operate a home for victims of domestic abuse in the RA-4 Single Family District at 368 Chestnut Avenue, Waynesboro, the Comprehensive Plan Designation for the property being Medium to High Density Single Family Dwelling. The permit is contingent upon amendments to the City Zoning Ordinance.
5. Consider Introduction of the Following Ordinances:
1. Appropriating $200.00 to the Parks and Recreation from the General Fund Unreserved Balance for additional expenditures in Fiscal Year 2007, related to Xtreme Fest.
2. Appropriating $115.00 to Parks and Recreation from the General Fund Court Ordered Restitution revenue account.
3. Appropriating $150.00 to Parks and Recreation from the General Fund Donations to Parks and Recreation revenue account.
4. Appropriating $6,000.00 to the School’s Secondary Central Office Operating Fund from a Safe and Drug Free School Grant.
5. Appropriating $5,713.00 to the School’s Secondary Central Office Operating Fund from State Career and technical Education Equipment Categorical Revenues.

4. Approving the form and content of a public information pamphlet on the projects on the November bond referendum and authorizing the use of General Fund Operating Contingency to fund expenses for printing and distributing the pamphlet.

Highway work zones in the Staunton District



The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

AUGUSTA COUNTY

Interstate 64

* Mile marker 95 – Alternating lane and shoulder closures at the underpass on Route 834 (Chickory Hill) and over railroads at mile marker 95 due to cleaning and painting bridge 7 a.m. to 7 p.m. Monday through Friday and 9 a.m. to 7 p.m. Saturday and Sunday with flagger traffic control. Note: Crew will be working Monday, October 8.



Interstate 81

* Mile marker 205 to 237 – Debris pickup Wednesday, Oct. 10.

* (NEW) Mile marker 223 to mile marker 236 – Right lane closures south due to paving from 7 p.m. to 7 a.m. weekdays. Note: Crew will be working Monday, October 8.
