REVISED AGENDA FOR WAYNESBORO CITY COUNCIL

TO BE HELD ON MONDAY, SEPTEMBER 10, 2007, AT 7:00 P.M.

IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING

AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.

1. Call to Order/Pledge of Allegiance.

2. Consent Agenda (any item placed on the consent agenda shall be removed and taken up as a separate matter, if so requested by any member of Council; otherwise all items will be voted on with one (1) motion):

a. Approval of Minutes for the June 25, July 9, July 23, and August 13, 2007 Regular Council Meetings.

b. Consider a request from Shiloh Baptist Church to close Shiloh Avenue from Abby place to Minden Drive on Sunday, September 16, 2007 from 12:30 p.m. until 4:00 p.m., for the purpose of hosting a picnic.

c. Consideration/Adoption of an Ordinance authorizing the issuance of General Obligation School Bonds in a maximum principal amount not to exceed $7,500,000 to refund outstanding interim school financing.

d. Consider appointments to certain boards and commissions.

3. Planning Matters:

a. Receive an application and appoint viewers for a request from Acend 2002, LLC, to vacate a 15 foot alley along the southwest side of Lots 7-15 of the C.M. Meadows plat.

b. Council will receive a report and recommendation from the Planning Commission on the request of Brazil W. Hamrick, agent, for Scott J. Hudson, owner, for preliminary subdivision plat approval to subdivide a 2.571-acre tract located on the south side of White Bridge Road at its intersection with Guilford Lane in order to create a proposed 16-lot residential development. The subject property is known by City Tax Map #24-1-Dl, #24-3-20B & 24-1-B.

c. Council received a report and recommendation from the Planning Commission on the request of Brazil W. Hamrick, agent for Scott J. Hudson, owner, for a conditional use permit to allow a six-unit townhouse building (shown as Lots 11-16 on the New Townhouse Development preliminary plat) to be relieved from the requirement of City Code Section 98-138 which stipulates that all residential units must have public street frontage. This request is made in connection with the proposed 2.571-acre, 16-lot sub-division. The subject property is located on the south side of White Bridge Road at its inter-section with Guilford Lane and is known by City Tax Map #24-1-D1, #24-3-20B & #24-1-B.

4. Hold a Joint Public Hearing to receive public comment on proposed amendments to City Code Chapter 98, Zoning, Section 98-332 Et seq., Floodplain Overlay District, related to the updated Flood Insurance Rate Map (FIRM).

5. Consider a Resolution authorizing the issuance of a maximum principle amount not to exceed $7,500,000 of General Obligation School Bonds, to be sold to the Virginia Public School Authority and providing for the form and details thereof; refunding outstanding interim school financing.

6. Consider a Resolution approving the Staunton, Waynesboro, and Augusta County Regional Tourism Agreement (GART).

7. Hold a Public Hearing to receive public comment on the City’s application to the Virginia Department of Housing and Community Development for a Virginia Enterprise Zone designation.

8. Report from Ms. Annie Hulen regarding the activities of the Waynesboro Cultural Commission.

9. Citizen Comment.

10. Communication, Correspondence and Calendar.

11. Adjourn.
