The Waynesboro City Council and Waynesboro Planning Commission will be touring the City’s water and sewer infrastructure on Monday, July 9, 2007, beginning at 3:00 P.M. All parties will meet in Council Chambers of the Charles T. Yancey Municipal Building, 503 West Main Street, Waynesboro, Virginia, at 2:45 and leave from that location.

AGENDA FOR WAYNESBORO CITY COUNCIL TO BE HELD ON MONDAY, JULY 9, 2007, AT 7:00 P.M. IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.

1. Call to Order/Pledge of Allegiance

2. Consent Agenda (any item placed on the consent agenda shall be removed and taken up as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).

a. Approval of minutes.

b. Approval of the request of the Waynesboro Family YMCA and the Blue Ridge Summer Swim League to close Arch Avenue from S. Wayne Avenue to Market Avenue on Tuesday, July 24, 2007, from 12:00 P.M. until 9:00 P.M. for the annual City/County Summer League Championship Swim Meet.

c. Approval of request of Mike Hearn and Judith Allamong on behalf of the area churches and Motorcycle Ministries for amplified music from 1:00 P.M. until 5:00 P.M. in Constitution Park at an outreach event on Sunday, September 23, 2007.

d. Approval of request of David T. Van Covern, Director of Parks and Recreation, for amplified music in Ridgeview Park during Summer Extravaganza 2007 on Saturday, July 14, 2007, from 8:00 A.M. until 10:00 P.M. and on Sunday, July 15, 2007, from 8:00 A.M. until 11:00 P.M.

3. Hold a Joint Public Hearing to consider the request of Brian Ochs, contract purchaser, for Robert W. Gray Builder, Inc., owner, for a conditional rezoning of property described legally as Tax Map/Parcel 31-1-114A, 7.421 acres located at 625 Lew Dewitt Boulevard, Waynesboro, Virginia, from RA-1 (Single Family District) to C-2 (General Business District) for commercial development.

4. Hold a Joint Public Hearing to consider the request of Scott J. Hudson, owner, for Preliminary Subdivision Plat approval of property described legally as Tax Map/Parcel 24-1-D1, 24-3-20B and 24-1-B, located on Whitebridge Road, Waynesboro, Virginia, presently zoned RB-2 (Multiple Dwelling District), for a 16-lot townhouse subdivision.

5. Hold a Public Hearing for the issuance of General Obligation Public Improvement Bonds for funding of the Capital Improvements Plan.

6. Presentation by Public Works staff regarding status of capital improvements projects.

7. Consider adoption of a resolution to add the employees of the Constitutional Offices to the City’s pay plan.

8. Presentation by W. Jerry Thomas of the Valley Community Services Board’s FY08 Performance Contract and Council’s approval of the same.

9. Consideration of the following ordinances:

1. An ordinance repealing City Code Section 70-32 “Parades and Processions” and substituting new Sections 70-32.1 through 70-32.10 therefor regarding processes to lawfully conduct parades and other assemblies in the City.
2. An ordinance amending City Code Section 14-46 and adding new Section 14-52 therefor regarding control and restraint of dogs and provisions for dog exercise areas in the City.
3. An ordinance authorizing the issuance of General Obligation Public Improvement Bonds of the City of Waynesboro, Virginia, in a maximum principal amount not to exceed $26,500.000.00.
4. An ordinance appropriating funds from the Economic Development Authority Reserve Fund to the Economic Development Authority.

Hold a Closed Meeting under Section 2.2-3711 of the Freedom of Information Act, Code of Virginia, 1950, as amended, (a)(1) to discuss specific officers, appointees, or employees of the City for purposes authorized in such section, more specifically to conduct interviews with applicants for the position of Clerk of Council.
