2. Presentation of the “Saved by the Belt Award” by Don Allen, Law Enforcement Liaison for the Virginia Association of Chiefs of Police.

3. Consent Agenda (any item placed on the consent agenda shall be removed and taken up as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).

a. Approval of minutes.

b. Approval of request from WDDI for closure of West Main Street from Wayne Avenue to Arch Avenue and from Arch Avenue to McElroy Street for the Main Street Muscle Car Show event on May 19, 2007 (rain date of May 20, 2007) from 8:30 A.M. until 4:00 P.M. and for amplified music at the bump-out at the pedestrian mall on W. Main Street from 11:00 A.M. until 3:00 P.M. same date.

c. Approval of request from the Solid Rock Café for amplified music at their facility located at 1217 W. Broad Street, Waynesboro, Virginia, on Saturday, May 12, 2007, from 5-10 P.M.; on Sunday, June 24, 2007, from 5-8 P.M.; on Sunday, July 22, 2007, from 5-8 P.M.; and on Sunday, August 26, 2007, from 5-8 P.M.

d. Receive the Viewer’s Report and schedule a Public Hearing for Monday, May 14, 2007, to consider the request of the City of Waynesboro, Virginia, to close and vacate a portion of the 10’ alley adjacent to the Wayne Theatre located between lots 30 & 31, Estill Plat, W. Main Street, Waynesboro, Virginia.

e. Scheduling of a Joint Public Hearing for Monday, May 14, 2007, on the request of the Planning Commission to consider amending City Code Section 98-565, “Procedures for Proffering Conditions to Zoning District Regulations”.

f. Approval of three Real Estate Tax refunds.

g. Approval of request from the Tour of Virginia for amplified music at the Quality Inn parking lot on April 26, 2007, from 5-7 P.M.

4. Presentation of the Transportation Safety Commission’s Annual Report.

5. Presentation of the Classification and Compensation Study by Springstead, LLC.

6. Introduction of the following ordinances:

a. Establishing a reserve in the amount of $20,000.00 in the General Fund for support of the City’s PEG Channel utilization for the fiscal year ending June 30, 2007. (Equipment Grant received from ntelos Media, Inc.)

b. Re-appropriating $223,247.00 of FY07 Correction and Detention funds and $16,935.00 from the Health Department Reserve to the General Fund Unreserved Fund Balance for transfer to a Capital Reserve in the Special Projects Fund in the amount of $240,182.00 for the fiscal year ending June 30, 2007. (Establishment of Reserves)

c. Appropriating a $50.00 donation to the CSA Fund for transfer to the Special Welfare Account for the fiscal year ending June 30, 2007. (Benefit of Specific Foster Care Children)

d. Appropriating a $50.00 Donation to the DARE Program and $95.00 in court-ordered restitution to the General Fund for the fiscal year ending June 30, 2007.

Consider holding a Closed Meeting under Section 2.2-3711 of the Freedom of Information Act, Code of Virginia, 1950, as amended, (a) (3) for discussion or consideration of the acquisition of real property for a public purpose, or of the disposition of publicly held real property, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body; specifically for discussion of the disposition of the Waynesboro Health Department property at 1300 13th Street, Waynesboro, Virginia and (a) (1) to discuss specific officers, appointees, or employees of the City for purposes authorized in such section, more specifically to discuss a possible future vacancy in a position.

WDDI requests permission to play amplified music during the Main Street Muscle Car Show.

Place: Bump-out at the pedestrian mall, West Main Street

We will have a DJ playing 50s, 60s and 70s music. He will also be MCing the event and advertising downtown businesses who are participating in the event.

Re: Tour of Virginia Amplified Music Request

The Tour of Virginia represents a wonderful opportunity for the City to add to its remarkable list of events and festivals. This professional bicycle race will attract participants from all over the country and spectators from around the region and the east coast. Race related activities will take place in the City from 5:00 p.m. until 6:30 p.m. on Thursday, April 26, 2007. These events include activities for youth, the Race, and a Finish Line Festival. The race will resume the following morning with a start in downtown Waynesboro.

The Office of Tourism and Matt Butterman, the Race Promoter, are working closely with all of the City Departments affected by this event. We have conducted two logistics meetings and anticipate a smooth event with the cooperation of City staff and volunteers.

The City will benefit from an increase in visitors, meals and lodging revenue, and a high quality event for spectators. Waynesboro is in an exceptional position to host cyclists and their support staff overnight since the City is hosting a race finish on Thursday and a race start on Friday. We hope that this event will continue to grow over the years.

In an effort to improve our Finish Line Festival, we would like to invite a musician to entertain the spectators as we wait for the cyclists. We are asking that City Council approve a request for amplified music at the Quality Inn parking lot from 5 p.m. – 7 p.m. on April 26, 2007.
