Child Neglect
On March 27th, 2006 at approximately 6:10 pm Waynesboro Police responded to a residence in the 400 block of Arch Ave. upon receiving a report that an approximately 2 year old child was yelling for help through an open window at that location.
Upon arrival officers observed the child and attempted to contact any adults who might have been on premises without success. After speaking with the complainant it was discovered that two adults had been observed leaving in a vehicle about ten minutes prior to police being notified about the child. Officers then entered the residence to ascertain the welfare of the youngster and attempt to locate an adult. No adults were found but in addition to the two year old, who appeared unharmed, a 1 year old was located in a crib clothed only in a soaked through diaper with visible urine stains on the crib sheets and a strong odor of urine and feces permeating throughout the house. Officers removed the 1 year old from the crib and changed the diaper at which time they discovered severe diaper rash and urine burns. Police also discovered several bags of trash on the floor, and a pile of dirty dishes in the kitchen. In addition drug paraphernalia and an open pocket knife were observed on the kitchen table in easy access of the two year old.
At this point officers attempted phone contact with a parent and soon received a call from the father of the children who indicated that he and their mother had just ran out to the store. After a couple more phone calls the parents arrived at the location and subsequently were placed under arrest for two counts each of Felony Child Neglect.
Charged in the incident is Jason Lee Bosserman, 22 and Misty Marie Mullins Bosserman, 25, both of Waynesboro who resides at the residence and are the parents of both children.
Child Protective Services arrived on the scene and assisted in the investigation subsequently taking custody of both children.
