Highway work zones in the Staunton District
The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

NEW TRAFFIC SIGNAL IN CITY OF WAYNESBORO Vdot News- August 31
WAYNESBORO – A traffic signal located at the intersection of Rosser Avenue (Route 340) and Shenandoah Village Drive in the city of Waynesboro went into flash mode at approximately 10 a.m. Thursday, Aug. 30 and will go into full operation Tuesday, Sept. 4 at approximately 10 a.m. All work is weather permitting.

Drunk Driver Couses Wreck - August 27
August 26, 2007 - 11:08 pm Kiddsvill Rd. A 3 vehicle wreck that sent 2 people to be hospital was cosed by alcohol. Adam Tibs driving a GMC Yukon hit a ford -F450 driven by Daniel Hughes. There was a one other vehicle that had miner damage. Tibs and Hughes where taken to AMC. Tibs is charged with DUI.

Drivers Test - August 26
August 26, 2007 - Firefighters and paramedics form all over Augusta Co. went to the Augusta Co. administration building parking lot to test there driving skills on a verity of emergency vehicles. The test takers had to negotiate several obstacles then take a road test . The driving test is the last part of the learning processes, the drivers had to go throw classroom training and practice first.

Man Flown to UVA After Wreck - August 25
August 25, 2007 - Rt. 11 near Mint Springs 1:30 am The State Police are not releasing the name of a 21 year old man that wrecked his motorcycle at speeds of about 100 mph. It started when a Augusta Co. deputy tryed to pull over the man traveling South, the driver then sped up went over a hill and by the time the deputy regained sight of the man, he had wrecked. The driver had suffered head trauma, Air Care was called but did not have a safe place to land at the Wreck so the man was taken to AMC then to UVA by helicopter. The State Police brought in a Wreck Reconstruction Expert to mark debree from the wreck.

NEWS RELEASE
The Staunton Police Department received a 911 call from a pay phone on West Beverley Street at approximately 12:51 p.m. on August 23, 2007. The caller communicated a bomb threat to Robert E. Lee High School. An officer on patrol in the area of West Beverley Street located the suspect who was subsequently taken into custody.
Thomas Drake Pyron, 18, of 1035 Main Street, Apt. 2B, Danville, Virginia was charged with communicating a bomb threat and is currently being held at Middle River Regional Jail.
Firefighters Save House - August 23
August 23, 2007 - 7:00 pm Old Churchvill Rd. 35 firefighters showed up to a fire that was in a house with a accidental fire that started in the living room. The Firefighters from Stauton, Swoope, and Churchvill where able to get the fire uncontroll in about 20 mints, saving the home. Churchvill rescue squad gave sport. There where no injuries.
7 Empliees fall ILL at Restoront - August 22
August 22, 2007- 6:40 pm Applebee's restaurant, Staunton 7 employees fell ill and where evaluated at the seen. The restaurant was closed and Augusta Co. fire fighters conducted a carbon monoxide test in the kuchen and the dinning room, after the restaurant was evacuated. Columbia Gas and the building inspector where called in. Augusta Co. officials are not giving out the condition of the effected employees at this time or conform if the was a gas leak that caused the illness.

08/22/07- Waynesboro Police have obtained additional warrants in reference to the stabbing of two people and subsequent standoff with police involving Vincent M Brown.
An Investigation by officers beginning on 08/18/07 which initially resulted in Mr. Brown’s arrest on one count of Malicious Wounding has now led to the issuance of 4 additional warrants stemming from the incident. Additional charges at this time are:
1 count of Malicious Wounding (total 2)
1 count of Breaking & Entering while Armed with a Deadly Weapon
1 count of Possession of a Firearm by a Convicted Felon
1 count of Possession of a Firearm During the Commission of a Felony
Mr. Brown continues to be held without bond in MRRJ.

Police Stand Off With Man - August 19
Media Release:
On 08-18-07 at approximately 9:21 P.M. Waynesboro Police were dispatched to a residence in the 400 block of Florence Ave,
for two stabbing victims, with a perpetrator still on the scene. Upon arrival police found an approximately 40 year old Stuarts Draft Male with multiple serious stab wounds and subsequently encountered an approximately 40 year old female resident of the house as she fled the residence that had also been cut, but not seriously. Police evacuated the victims for treatment and transport by rescue personnel and established a secure perimeter at the scene. Information obtained by officers on the scene indicated that the perpetrator was still in the residence as was an unknown age handicapped occupant. The suspect called 911 and threatened to shoot the police and then himself, but ultimately offered no resistance as officers removed the handicapped female through the front door of the residence. This was accomplished while the suspect was in another part of the residence. Officers maintained a secure perimeter and Negotiations were begun with the suspect. The suspect continued to allege that he was armed and thus the Waynesboro Police Department SWAT was notified to respond. In addition, we were assisted by Augusta County SWAT as well as other deputies who assisted on the perimeter and in the immediate area. Telephonic Negotiations continued with the suspect for over three hours and included two instances of face to face Negotiations which ultimately lead to his surrender at approximately 12:37 A.M.
The suspect is identified as Vincent M Brown 38 years of age of Waynesboro. He is currently being held without bond on one count of Malicious Wounding. Additional Charges are pending completion of the ongoing investigation.

Staunton Police Department - August 17

On 8-17-07 the Staunton Police Department responded to a residence
on Frontier Drive to assist the Staunton Augusta Rescue Squad with an armed and barricaded patient. The patient was a 74 year old white male.
Following over three hours of negotiation with the patient, members of the Staunton Critical Incident Response Team utililized a chemical irritant and were
able to take the male into custody with no further incident.
On 8-17-07 the Staunton Police Department responded to a residence

1 Killed In Car Wreck - August 16
August 16 2007 - 100.1 on 64 E bound 10:59 am, Marie E. Lopez-Vega 29, of Waynesboro was fatly injured when her 91 Ford Explore over turned. The accident was caused by when tread separated from a tire. Lopez-Vega then lost control of the SUV, hitting a guard real flipping the Explore throwing Lopez-Vega out of the SUV. She was not wearing a seat belt, and died at the seen.

Burglar Apprehended
Waynesboro Police responded to a burglary in progress call to a dentist office in the 400 block of S. Linden Ave at around 3:30 a.m. this morning. Upon arrival officers observed a window on the rear of the building which appeared to have been forced open and a trash can below the window appeared to have been used to climb into the office. Officers secured the exterior of the building and observed a male subject carrying a book bag moving around inside while turning on lights in various parts of the office. The officers subsequently announced their presence and observed as the subject attempted to open a window in an effort to escape. Failing this, the subject opened a side door and was taken into custody without incident. Upon arrest the subject no longer carried the book bag but it was subsequently located inside of the business and contained a semi-automatic pistol, several magazines as well as 9 vials of Lidocain that officers discovered had been stolen from the office. A revolver was also discovered in the book bag that investigation revealed had been brought into the business by the suspect.
The subject arrested is identified as Mark Andrew Campbell, 26, of Oak Ave. in the City of Waynesboro. He has been charged with Breaking and Entering While Armed with a Deadly Weapon and Grand Larceny – Theft of a Firearm.
Storm Water Meeting In Waynesboro - August 15
The Waynesboro City Council held a meeting on Wednesday, The purpose of the meeting was to discuss with selected representatives from businesses, industries and residents concerning the proposed Storm Water Management Program and Storm Water Utility for Waynesboro.
The Waynesboro council needs $1.4 million a year from tax payers in the city. In several sessions, the council has been looking at storm water utility fees for homeowners could pay near $6 a month and they could be higher. For many business owners it could be $60 and up. Larger business and industry in the city would pay even more in fees.
City council says there are only two ways to fund the storm water fix
1) Either build a storm water financing into the general fund budget.
2) Set a utility fee.

For 23.5 million students nationwide, the school day begins and ends with a trip on a school bus. Students’ greatest risk is not in riding the bus, but in getting to the bus or entering or leaving it. Motorists need to be aware of the risks.
* Yellow flashing lights mean the bus is preparing to stop and load or unload children. Motorist need to slow down and prepare to stop.
* Red flashing lights and an extended stop arm mean the bus has stopped and children are boarding or exiting the bus. Motorist must come to a complete stop a safe distance from the bus and wait until the red lights stop flashing, the stop arm is retracted, and the bus begins moving before they start driving again.
* Have a safe place to wait for your bus, away from traffic and the street.
* Stay away from the school bus until it comes to a complete stop and the driver signals you to enter.
* When being dropped off, exit the bus and walk ten gaited steps away from the school bus. Keep a safe distance between you and the school bus. Remember that the bus driver can see you best when you are back away from the bus.
* Use the handrails to enter and exit the bus
* Be aware of the street traffic around you. Drivers are required to follow certain rules of the road concerning buses, however, not all do. Protect yourself and watch out.

11 Structures Similar to Minnesota Bridge Will Receive Independent Review
RICHMOND—As an additional measure to ensure the safety of Virginia ’s bridges in light of the bridge collapse in Minnesota earlier this month, the Virginia Department of Transportation (VDOT) will begin re-inspecting 11 deck-truss structures in Virginia beginning Aug. 15 to ensure that there are no safety issues.
VDOT is also launching a new Web site today to provide citizens with the latest information about VDOT’s bridges. The new site, www.VirginiaDOT.org/bridges will provide a clearinghouse for citizens to gather information about Virginia ’s ongoing efforts to ensure bridge safety.
VDOT and the Federal Highway Administration (FHWA) conducted a detailed review of inspection records for all structures in the commonwealth immediately following the collapse of the Minnesota bridge earlier this month. Engineers determined that 12 of the commonwealth’s 20,000 structures feature deck-truss design elements.

11 Structures Similar to Minnesota Bridge Will Receive Independent Review
RICHMOND—As an additional measure to ensure the safety of Virginia ’s bridges in light of the bridge collapse in Minnesota earlier this month, the Virginia Department of Transportation (VDOT) will begin re-inspecting 11 deck-truss structures in Virginia beginning Aug. 15 to ensure that there are no safety issues.
VDOT is also launching a new Web site today to provide citizens with the latest information about VDOT’s bridges. The new site, www.VirginiaDOT.org/bridges will provide a clearinghouse for citizens to gather information about Virginia ’s ongoing efforts to ensure bridge safety.
VDOT and the Federal Highway Administration (FHWA) conducted a detailed review of inspection records for all structures in the commonwealth immediately following the collapse of the Minnesota bridge earlier this month. Engineers determined that 12 of the commonwealth’s 20,000 structures feature deck-truss design elements.

FOR IMMEDIATE RELEASE -- The Waynesboro Cultural Commission has launched a website to keep citizens informed about what is happening in the city.
The website, www.waynesboroculture.com, features links to area arts organizations, festivals and other entertainment events.
Organizations and businesses may submit events to be listed in the calendar at no charge via email at calendar@waynesboroculture.com. Events may be listed up to one year in advance, and the calendar is updated on a regular basis.
In addition, the Cultural Commission is asking organizations to submit invitation-only events to be listed on the calendar so that area organizations can avoid conflicts in planning for events.
"This is a great way for us to communicate with everyone in the city," said Annie Hulen, spokesperson for and member of the Waynesboro Cultural Commission. "There are so many events going on on a regular basis that people don't even know about, and we look forward to sharing information with the public."
The Cultural Commission will also use the website to survey citizens and to get community input though online chats about issues that are relevent in the news.

ONE CONTRACT AWARDED IN THE STAUNTON DISTRICT
STAUNTON – On July 20, 2007, Virginia Department of Transportation Commissioner David Ekern, P.E. approved one project located in the VDOT Staunton District.
The Staunton District serves Clarke, Warren , Page, Frederick , Shenandoah, Rockingham, Augusta , Highland , Rockbridge, Alleghany, and Bath counties.
Fairfield-Echols, LLC of Fishersville was awarded a $670,819.93 contract in Bath County on Route 635 from 0.19 mile west of Route 640 to 0.05 mile west to replace the bridge and approaches over Mill Creek. The bridge is currently a single lane 1932 Truss Bridge with a width of 12 feet 1 inch, and the unpaved roadway has a variable width of 12 feet to 15 feet. The proposed bridge will be shifted downstream approximately 10 feet to avoid two streams and is also a truss design. The deck width will be 22 feet wide and the roadway will be 18 feet wide. A 9.2 mile detour will be in place during the bridge replacement. A final completion date is set for April 16, 2008.

Lieutenant Paul D. Kvasnicka Jr. Promoted To Captain by State Police
APPOMATTOX: Effective August 10th 2007, Lieutenant Paul D. Kvasnicka Jr. of Division Three in Appomattox County is promoted to the rank of Captain and will remain at this location as the Division Three Commander.
Kvasnicka, 53, recently served as the Headquarters Lieutenant of Division Three in Appomattox. A native of Prince George County, Kvasnicka joined the
State Police in 1973 as a Dispatcher and was assigned to State Police Headquarters in Richmond. On November 1, 1975, he was transferred to the position of Trooper, graduated from the State Police Academy on July 2, 1976 and was assigned to Chesterfield County. Captain Kvasnicka has served the State Police for 33 years and was assigned as a supervisor to several locations around the State including the State Police Academy, Lexington, and Appomattox. In addition to his normal duties, Captain Kvasnicka is the coordinator of the Department’s Chaplaincy Program.
Captain Kvasnicka earned an Associates Degree in Administration of Justice from Southside Virginia Community College and graduated from the Administrative Officers Management Program at North Carolina State University.
Captain Kvasnicka has been married to his wife Sharon for 32 years. They have two daughters, Sharla Kvasnicka and Kelly Crowder. They have three grandsons, Gage, Gavin and Collin all of Appomattox. Captain Kvasnicka’s son-in law, Stanford Crowder, is currently serving his country as a Staff Sergeant in the United States Army, stationed in Iraq.

3. Planning Matters.
A. Hold a Joint Public Hearing on the request of Brasil W. Hamrick, agent, for Scott J. Hudson, owner, for preliminary subdivision plat approval to subdivide a 2.571-acre tract located on the south side of White Bridge Road at its intersection with Guilford Lane in order to create a proposed 16-lot residential development. The subject property is known by City Tax Map #24-1 -Dl, #24-3-20B & 24-1-B.

Staunton Police Department recently received its seventh accreditation award - August 9

The Staunton Police Department recently received its seventh accreditation award from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) at the Commission’s summer conference in Montreal. Currently, only the Staunton Police Department and Tampa, Florida Police Department have received seven accreditation awards.
The police department was recognized for meritorious accreditation for maintaining continuous accreditation for more than 15 years and was named as a CALEA flagship agency. Flagship departments are chosen based on their past performance as accredited law enforcement agencies and serve to provide examples to other agencies.
Accreditation for police agencies is voluntary and the Staunton Police Department has been accredited since 1985; becoming only the sixth department in the country with that distinction. In order to achieve accredited status, the police department must comply with more than 400 standards that encompass all aspects of law enforcement and administration.
The police department completed its on-site assessment in April and was recommended for reaccreditation by the Commission during their awards banquet in Montreal. The accreditation process is continuous and the police department must submit annual reports to CALEA attesting to continued compliance with the standards and will be due for their next on-site assessment in April of 2010.
