AGENDA FOR WAYNESBORO CITY COUNCIL
TO BE HELD ON MONDAY, JUNE 23, 2008, AT 7:00 P.M.
IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING
AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.

1. Call to Order/Pledge of Allegiance.
2. Consent Agenda (any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).
a) Approval of Minutes from the May 5 Budget Work Session, May 8 Public Hearings, and the May 12 and May 27, 2008 Regular Business Meetings, and dispense with the reading of the Minutes.
b) Second consideration/adoption of an ordinance appropriating $41,954 from the General Fund Unreserved Fund Balance to a Designated Reserve for the Benefit of the Waynesboro Health Department for the Fiscal Year Ending June 30, 2008.
c) Second consideration/adoption of an ordinance re-appropriating Funds for Certain Fiscal Year 2008 Expenditures, Previously Appropriated in Accordance with Ordinance 2007-49 City of Waynesboro Annual Appropriation Ordinance and Subsequent Budget Amendment Ordinance 2008-21 to a Reserve for Fiscal Year 2008 Encumbrances for the Fiscal Year Ending June 30, 2008.
d) Second consideration/adoption of an ordinance appropriating $16,844 from 2007 GO Bond Proceeds for the Benefit of Sewer Line Projects and Re-Appropriating General Fund Engineering Division Wages and Benefits in the Amount of $16,844 to the Sewer Fund Toward the Purchase Price of Currently Rented Equipment for the Fiscal Year Ending June 30, 2008.
e) Consider approving a request from the Commissioner of Revenue to refund personal property taxes paid by a Trust in the amount of $310 plus interest that was paid in error.
3. Presentation of Award of Financial Reporting Achievement from the Government Finance Officers Association of the United States and Canada to Anne Showman, Director of Finance.
4. Planning Matters:
a) Receive report and recommendation from the Planning Commission and consider introducing an ordinance regarding the application of Charlottesville League of Therapists Inc., d/b/a Augusta League of Therapists, contract purchasers, for a Conditional Use Permit requesting a reduction of four parking spaces from the required fifteen at 336 South Wayne Avenue, legally known as Block 21, Lots 10, 11, and 12, Waynesboro Co. Adt., Waynesboro, Virginia.
b) Consider a resolution adopting the 2008 City of Waynesboro Land Use Guide.
5. Hold a Public Hearing to receive public comments on an Application for Exemption from Real Estate Taxes for the Wayne Theater Alliance, Inc. including real property located at 533 West Main Street, Waynesboro, Virginia.
6. Consider introducing the following ordinances:
a) Granting the Wayne Theatre Alliance, Inc. Exemption from Real Estate and Personal Property Taxes in the City of Waynesboro, Virginia.
b) Appropriating a grant from the Community Foundation of the Central Blue Ridge to the Youth and Family Services Operating Fund in the amount of $4,500 for expenditures related to the Parenting Program for the Fiscal Year Ending June 30, 2008.
c) Appropriating a Technology Trust Fund Reimbursement from the Compensation Board in the amount of $26,191 for expenditures related to Circuit Court Technical Services to implement secure remote access (SRA) to land records for the Fiscal Year Ending June 30, 2008.
d) Appropriating $150 from Parks & Recreation Donations to Parks and Recreation Misc. Other Costs to reimburse Child Care Program for Med Admin Training Class Certification Fees for the Fiscal Year Ending June 30, 2008.
e) Appropriating A National Board Certified Teacher Incentive Bonus Payment of $689 to the Elementary Central Office Fund for Fiscal Year Ending June 30, 2008.
f) Appropriating a Bike Smart Virginia Bicycle Helmet/Rodeo Mini-Grant in the Amount of $915 to the Berkeley Glenn Elementary Fund for Fiscal Year Ending June 30, 2008.
