AGENDA FOR WAYNESBORO CITY COUNCIL

TO BE HELD ON TUESDAY, OCTOBER 9, 2007, AT 7:00 P.M.

IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING

AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.

1. Call to Order/Pledge of Allegiance.
2. Consent Agenda (any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).
1. Approval of minutes of the September 10 and September 24, 2007, regular Council Meetings and dispensing with reading of minutes.
2. Cancellation of the regular City Council business meeting scheduled for December 24, 2007.
3. Presentation by Mr. Dave Van Covern, Director of Parks and Recreation, concerning the Virginia Recreation and Parks Society Best New Special Event Award for XtremeFest of the Blue Ridge.
4. Planning Matters:
1. Hold a Joint Public Hearing at the request of Raymond E. and Peggy C. Reed, owners of property in the RA-4 Single Family District, to receive public comment on a proposed amendment to City Code Chapter 98-250.5 Permitted Uses in the RA-4 Districts so as to allow homes for victims of domestic abuse in the RA-4 district by conditional use permit.
2. Hold a Joint Public Hearing at the request of Raymond E. and Peggy C. Reed, owners, on behalf of New Directions, Inc. to receive comment for a conditional use permit to operate a home for victims of domestic abuse in the RA-4 Single Family District at 368 Chestnut Avenue, Waynesboro, the Comprehensive Plan Designation for the property being Medium to High Density Single Family Dwelling. The permit is contingent upon amendments to the City Zoning Ordinance.
5. Consider Introduction of the Following Ordinances:
1. Appropriating $200.00 to the Parks and Recreation from the General Fund Unreserved Balance for additional expenditures in Fiscal Year 2007, related to Xtreme Fest.
2. Appropriating $115.00 to Parks and Recreation from the General Fund Court Ordered Restitution revenue account.
3. Appropriating $150.00 to Parks and Recreation from the General Fund Donations to Parks and Recreation revenue account.
4. Appropriating $6,000.00 to the School’s Secondary Central Office Operating Fund from a Safe and Drug Free School Grant.
5. Appropriating $5,713.00 to the School’s Secondary Central Office Operating Fund from State Career and technical Education Equipment Categorical Revenues.
6. Appropriating $1,600.00 to the School’s Elementary Central Office Operating Fund from State Categorical Revenues.
7. Appropriating $1,429.00 to the School’s Elementary Central Office Operating Fund from Title IV-B Grant Funds.
8. An ordinance appropriating $3,000.00 to the School’s Secondary Central Office Operating Fund from the National Governor’s Honor School Grant.
9. Appropriating $220,000.00 to the to the Special Projects Fund for restoration and repair of tennis courts at Ridgeview Park and the Rosenwald Community Center from the Special Projects Fund unreserved balance.
6. Consider adoption of the following resolutions:
1. Requesting that the General Assembly and Governor of Virginia take action at the next regular session of the General Assembly to address payday lending practices in the Commonwealth.
2. Receiving by resolution a gift of real property from First National Associates, Limited Partnership.
3. Authorizing the use of General Fund Operating Contingency in the amount of $3,500 to fund for a limited time period a position in the Treasurer’s Office.
4. Approving the form and content of a public information pamphlet on the projects on the November bond referendum and authorizing the use of General Fund Operating Contingency to fund expenses for printing and distributing the pamphlet.
7. Citizen Comment.
8. Communication, Correspondence and Calendar.
9. Hold a Closed Meeting under Section 2.2-3711 of the Freedom of Information Act, Code of Virginia, 1950, as amended, (a)(5) regarding discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community.
10. Adjourn.
