Pickup hit by train - April 29



Wednesday 29, 2008 - 10:25 am Forestry Center Lane Crossing, 46-year-old Tommy Taylor Carter driving a Toyota pickup, told state police that he didn't see the oncoming train until it was too late. The truck was a complete loss and the train had about $500 damage.

Carter only had minor injuries and was taken to AMC. He was charged with reckless driving.

Sunday 20, 2008- 6:15am Virginia Metalcrafters Waynesboro a lighting strike set off a fire that burned down a attached shed. Some of the fire got in to the main building but did not spared. Fire fighters finished up at 11:45 am. There where 25 fire personal at the factory.

Highway work zones in the Staunton District



The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

VDOT COMMISSIONER APPROVES MULTIPLE PROJECTS DURING 2008 FIRST FOUR MONTHS IN STAUNTON DISTRICT



Several projects have been approved by Virginia Department of Transportation Commissioner David Ekern in the VDOT Staunton District. The VDOT Staunton District serves Frederick , Shenandoah, Clarke, Warren , Page, Rockingham, Augusta , Highland , Rockbridge, Alleghany and Bath counties.



The following projects were approved by Commissioner Ekern on January 31, 2008:



* S & D industrial Painting Inc. of Tarpon Spring , Fla. was awarded a $1,498,9000 contract for bridge painting. The contract includes 13 bridges located in Augusta, Frederick, Page, Rockbridge and Shenandoah counties. The bridges are located on interstate, primary and secondary roads. Completion is June 1, 2009.



* Slurry Pavers Inc. of Glen Allen was awarded a $306,383.75 contract for paving at various locations throughout the VDOT Staunton District.



The following projects were approved by Commissioner Ekern on February 29, 2008:



* Robertson-Fowler Co. of Buchanan was awarded a $219,048.53 contract for rural rustic road construction on Route 609 in Rockbridge County. The project is 1.9 miles long and located between the Botetourt County line and Route 11. The project will repair slide areas. The road will maintain its current width of 16 to 18 feet. The average daily traffic count is 79 vehicles. Completion is July 31, 2008.



* Howdyshell Excavating Inc. of Mount Solon was awarded a $481,874.50 contract for intersection improvements in the Town of Bridgewater . The project is located at Route 42 and Mount Crawford Avenue and includes right-turn lanes on Mount Crawford Avenue and Route 42, plus sidewalk improvements. Completion is October 31, 2008.



* DLB Inc. of Hillsville was awarded a $505,746 contract for pipe culvert rehabilitation at various locations in Warren and Clarke counties. Completion is June 13, 2008



* Lanford Brothers Co. Inc. was awarded a $671,872.60 contract for bridge repairs and overlay work in Rockingham and Augusta counties. The work will take place on the Cooks Creek bridge on Route 290 in Rockingham County , the Middle River bridge on Route 254 in Augusta County , and on the Middle River bridge on Route 616 in Augusta County .



* McClain and Co. Inc. of Culpeper was awarded a $59,964 contract for installation of signs including mile marker signs at various locations throughout the Staunton District. The work will take place on interstate and limited access primary roads. Completion is August 15, 2008.



* Adams Construction Co. of Roanoke was awarded a $157,816.72 contract for plant mix paving on various roads in Rockbridge County and a $1,028,327.16 contract for plant mix paving on various roads in Augusta and Highland counties. It also was awarded a $654,617.63 contract for plant mix paving on various roads in Page County . This work will take place during the 2008 construction season.



* W-L Construction and Paving Inc. of Chilowie was awarded a $438,995.98 contract for plant mix paving at various locations in Shenandoah County and a $920,897.56 contract for plant mix paving on various roads in Clarke and Warren counties . This work will take place during the 2008 construction season.



The following projects were approved by Commissioner Ekern on March 26, 2008:



* B & S Contracting Inc. of Staunton was awarded a $1,593,182.12 contract for milling and paving and guardrail upgrades on Interstate 81 southbound in Augusta County from exit 225 at Route 262 to exit 222 at Route 250. Completion is December 1, 2008.



* Adams Construction Co. of Roanoke was awarded a $1,471,038.79 contract for milling and paving and guardrail upgrades on Interstate 81 northbound in Rockingham County from the Augusta County line to exit 240 at Route 257. Completion is December 1, 2008.



* W-L Construction and Paving Inc. of Chilhowie was awarded a $1,805,888.29 contract for milling and paving and guardrail upgrades on Interstate 66 eastbound from Interstate 81 to exit 6 at Route 340/522 in Warren County. Completion is December 1, 2008.



* W-L Construction and Paving Inc. was awarded a $1,261,638.65 contract for milling and paving and guardrail upgrades on Interstate 81 southbound in Frederick County from exit 310 at Route 37 to exit 307 at Route 277 in Stephens City. Completion is December 1, 2008.



* Stuart M. Perry Inc. of Winchester was awarded a $431,381.29 contract for paving on two portions of Route 522 in Frederick County . One portion is located in the southbound lanes from Route 608 to Route 684 near Gainesboro. The other portion is located in the northbound lanes from Route 127 to Route 699 near Reynolds Store. Completion is June 1, 2008.



* Adams Construction Co. of Roanoke was awarded a $1,008,437.91 contract for paving portions of Route 11 in Rockbridge County . The work is located from Frontage Road 319 to Route 833 between Fancy Hill and Lexington . Completion is June 1, 2008.



* Roadmark Corp. of Durham , N.C. was awarded a $563,160 contract for pavement marking installation at various locations in the VDOT Staunton and Culpeper districts. Completion is September 1, 2008.



* A & M Concrete Corp. of Falls Church was awarded an $82,855.50 contract for concrete repairs in Shenandoah and Frederick counties. The work includes curb and gutter repairs and drop inlet repairs. Completion is May 31, 2008.



The following projects were approved by Commissioner Ekern on April 11, 2008:



* B & S Contracting Inc. of Staunton was awarded a $518,237.43 contract for paving on a portion of Route 42 in Augusta County . The 5.1 mile project is located from Route 687 heading north to 1.2 miles north of Route 1130. Completion is June 16, 2008.



* Finley Asphalt and Sealing Inc. of Manassas Park was awarded a $196,467.50 contract for pavement patching involving asphalt concrete planning, surface preparation and application on various roads in Frederick and Shenandoah counties. Completion is June 13, 2008.



* Accent Stripe Inc. of Orchard Park , N. Y. was awarded a $391,769.50 contract for raised pavement marker and lens replacement on various interstate, primary and secondary roads in the VDOT Northwest Region which includes the VDOT Staunton District and portions of the VDOT Culpeper District. This work will be a mobile nighttime operation. Completion is October 1, 2008.



* Slurry Pavers Inc. of Glen Allen was awarded a $694,839.04 contract for slurry seal application. This is the Staunton district-wide slurry seal contract for the 2008 construction season.

Staunton City Council work session

The Staunton City Council will conduct a work session on the proposed Fiscal Year 2009 city budget at 5:30 p.m. Monday, April 21. The session will be held in the Caucus Room, first floor of Staunton City Hall, 116 West Beverley Street.

Work sessions are open to the public but do not normally provide time for public comment. The public hearing on this budget will be held late this month or early in May, and will be advertised to the public. Stabbing - April 18

NEWS RELEASE

On April 16, 2008 the Staunton Police Department responded to 1701 Springhill
Road for a reported stabbing. The victim, Michael Anthony Reed Jr., had been stabbed.
He was transported by the Staunton Augusta Rescue Squad to the Augusta Medical
Center and subsequently air-lifted to the University of Virginia Medical Center.

Jerome Parker Jr. of Staunton has been charged with one count of Malicious
Wounding and one count of Carrying a Concealed Weapon. He was Incarcerated at the
Middle River Regional Jail without bond.

Mine Branch Road Wreck - April 13



Satterdy 12, 2008 - 6:45 p.m. Mine Branch Road 49 year old Joseph Kestner of Waynesboro driver of a Chevy Corsica, ran off the right side of the road and struck a tree and a pickup truck and rolled onto its top.

Kestner and a passenger had to be cut from the Corsica and flown to the UVA Medical Center. State police say alcohol and high speed may be to blame. Charges are pending.

Six-year transportation revenue projections are down $1.1 billion from a year ago. These revenue shortfalls will result in a 44 percent reduction in funding for primary, secondary and urban highway construction, and a 10 percent reduction in transit allocations.

The Commonwealth Transportation Board has had to scale back the program. “We continue our focus on safety and projects in the pipeline to make the most of the funds we have available,” said Secretary of Transportation Pierce Homer. “Our primary and local roads will take the hardest hit because they are funded last and with state dollars,” he added.

Interstate highway construction projects, funded primarily by federal funds, are not significantly affected by these reductions in state funds.

DRAFT SECONDARY STREET ACCEPTANCE REQUIREMENTS AVAILABLE FOR COMMENT
Regulations intended to improve efficiency and effectiveness of local highway network





RICHMOND – The Virginia Department of Transportation (VDOT) announced today that proposed secondary street acceptance requirements are available for public comment. The requirements ensure that streets accepted into the state system for perpetual public maintenance provide long-term public benefit.

The proposed regulation is a result of legislation proposed by Gov. Tim Kaine and unanimously approved during the 2007 General Assembly session. The legislation directs the Commonwealth Transportation Board, to include the following concepts in regulation:

· Requirements to ensure the connectivity of road and pedestrian networks with the existing and future transportation network

· Provisions to minimize storm water runoff and impervious surface area

· Quality assurance provisions for new secondary streets and associated cost recovery fees if the new roads do not perform to acceptable standards

The proposed regulations were developed by VDOT staff with input from technical and implementation advisory committees comprised of representatives from local governments, developers, environmental advocates and other stakeholder groups. This regulation will replace existing subdivision street requirements.

The regulations and additional information can be found at www.VirginiaDOT.org/projects/ssar and will be published on the Regulatory Town Hall on April 14, 2008. Public comment will be accepted through June 30 and reviewed by VDOT technical team, the Implementation Advisory Committee and the Commonwealth Transportation Board as the regulations are finalized.

VDOT will provide local staff and developers with a guidance document and support as these regulations are implemented. As part of this initiative, VDOT will review its Subdivision Street Design Guide to determine necessary modifications, if any, to better integrate transportation and land use. VDOT welcomes comments and suggestions on the structure, format and content of the guidance document as well as comments on its current street design standards.

I-81 VIRGINIA WELCOME CENTER AT CLEAR BROOK BOASTS SPACE AND ENVIRONMENTAL FEATURES



WINCHESTER – The new Interstate 81 Virginia Welcome Center at Clear Brook and the Virginia Department of Transportation Safety Rest Area offers spacious facilities for travelers and the local community and is an environmental and energy efficient building. The welcome center and safety rest area is the latest of three such Virginia facilities to be constructed and opened to the public. The first facility is located along Interstate 64 westbound lanes in New Kent. The second building is along I-95 South near Fredericksburg . Each of the three meets the standards of the Virginia Green initiative.



Virginia Department of Transportation Commissioner David Ekern said, “This new facility is not only a statement of welcome to all travelers entering the Commonwealth, it is a statement reflecting Virginia ’s long love of natural beauty, hospitality and environmental stewardship.”



The Clear Brook facility is over 15,000 square feet and contains display areas, an education room and offices for the Virginia Tourism Corporation. The VTC manages welcome center operations in all of Virginia ’s welcome centers. The building also houses full rest area amenities, including restrooms, vending machines, landscaped sidewalks and picnic areas and separate car and truck parking. Informational kiosks are available for travelers to use. The structure is also fully handicap accessible.



“A facility such as this gives us the best opportunity to serve people,” said Alisa Bailey, president and CEO of the Virginia Tourism Corporation. “Visitors can come in and create their own itineraries, get travel information, talk with our travel counselors and be entertained in the process. Virginia ’s Welcome Centers are key to our mission of getting visitors to stay longer in Virginia and spend more money in our state.

The building is constructed to meet United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) standards. The construction methods included:



* Saving taxpayer dollars by reducing construction debris and reusing portions of the old demolished Welcome Center building.
* Installing efficient plumbing fixtures that save over 688,000 gallons of water per year.
* Utilizing long-lasting , durable recycled glass terrazzo flooring in the main areas.
* Installing a geothermal heat pump system to condition the building, saving over $9500 in taxpayer dollars per year.
* Utilizing over 50% regionally sourced materials, which reduces pollution from transportation and helps support the local economy.

The construction of the Clear Brook facility is part of a $20 million General Assembly special appropriation, which provided for improvements to 11 Virginia safety rest areas and three welcome centers. Construction was done by Charles Ricketts Construction Co. of Winchester.

APRIL 8 CEREMONY MARKS GRAND OPENING OF NEW VIRGINIA WELCOME CENTER AT CLEAR BROOK



WINCHESTER – The Virginia Department of Transportation and the Virginia Tourism Corporation will host a “Grand Opening and Ribbon Cutting” ceremony at the newly constructed Virginia Welcome Center at Clear Brook. The facility, located on Interstate 81 in Frederick County , houses the Welcome Center and Virginia Department of Transportation Safety Rest Area. The new 15,000 square-foot building replaces the former 2,800 square-foot building, which was constructed in 1970.

The event will take place on Tuesday, April 8. Over 25 exhibitors will share information and products found in Virginia . The exhibits will be open from 10:00 a.m. until 2:00 p.m. The Grand Opening and Ribbon Cutting ceremony will begin at 11:00 a.m.

The ceremony will feature Charles H. Weiss as master of ceremonies. Remarks will be made by Alisa Bailey, President and CEO of the Virginia Tourism Corp. and Dr. James Davis of the Commonwealth Transportation Board. Virginia Department of Transportation Commissioner David Ekern will give the keynote address. A flag ceremony will be performed by the Veterans of Foreign Wars Post 9760. Special acknowledgement will be made to the family of the late Wayne A. Whitham, who served as Virginia ’s first Secretary of Transportation from 1972 to 1978.

The public is welcome to attend the event. Parking is limited.
The Welcome Center and Safety Rest Area is located along the I-81 southbound lanes near mile marker 320 and serves as Virginia ’s northern gateway for travelers entering the Commonwealth of Virginia from West Virginia .

Watch out for Orange-Vested Adopt-a-Highway Volunteers

Many will participate in statewide litter pickup April 12



RICHMOND – Spring brings out orange-breasted robins picking at bugs and worms in our yards and orange-vested Adopt-a-Highway volunteers picking up litter along Virginia roadsides. Weather permitting, on Saturday, April 12, you’ll see more volunteers than usual as they clean litter from their adopted roadsides during the annual statewide spring cleanup day.



To help ensure the volunteers’ safety, motorists should look out for large orange “Cleanup Crew Working” signs and drive cautiously as they pass volunteers wearing bright orange vests and carrying bright orange bags.


The Virginia Department of Transportation’s (VDOT’s) Adopt-a-Highway program involves volunteers in nearly 11,000 groups who agree to clean up their adopted stretch of road at least four times a year for two years. Participants are particularly encouraged to carry out one of their four pickups during the annual spring event to spruce up the commonwealth for Historic Garden Week (April 19-27 this year).

About 20,000 miles, or more than one quarter of Virginia ’s state roads have been adopted by volunteers, who annually provide the equivalent of approximately $3 million in litter control services to the commonwealth.

The Adopt-a-Highway program started in Texas in 1985 and has helped generate related programs such as Adopt-a-Spot, Adopt-a-Street, Adopt-a-Stream and Assign-a-Highway. VDOT’s Adopt-a-Highway program began 20 years ago, and it is one of the largest in the country.

Paving- April 6

The Staunton Public Works Department will begin its spring paving on Monday, April 7. On some streets the process requires milling, or the removal of existing pavement prior to repaving. Whether milling is required or not, the work does restrict traffic.



Paving work is sensitive to weather and may be delayed by rain or cold.


We ask for media cooperation in alerting area drivers to the ongoing paving operations, and to the new and restricting traffic patterns necessary during this work. We ask that drivers drive with extra care and be mindful of the workers involved in this process. All vehicles must slow down when passing road work or face expensive traffic citations.

NEWS RELEASE



On December 13, 2007 more than $1,500 worth of calculators were stolen from Wal-Mart on Richmond Avenue. On February 5, 2008, approximately $950 worth of calculators were stolen from Wal-Mart. On both occasions, the suspects were described as three white males. At least one of the suspects in the second larceny is believed to be involved in the first theft. He is described as a white male, 50-60 years of age. He was wearing a gray hat and a dark coat.

The Staunton Police Department is again requesting assistance in identifying three suspects in these thefts.
