INDIVIDUAL CONSIDERED SUSPECT IN I-64 SHOOTINGS
VIRGINIA STATE POLICE - NEWS RELEASE
CHARLOTTESVILLE, Va. – An Afton, Va., man is in custody on charges related to two shootings in the City of Waynesboro and is considered a suspect in the six reported shootings that took place on and near Interstate 64 in the Charlottesville region during the overnight hours of March 27, 2008.
At 4:48 a.m., Friday, March 28, 2008, the Albemarle County Police and Virginia State Police executed a search warrant at 6740 Yonder Hill Farm in Crozet. As the police tactical teams made entry into the residence, they were confronted by an individual armed with a handgun. The man was subsequently shot and flown to University of Virginia Hospital in Charlottesville for treatment. Albemarle Police have requested the VSP Police Shooting Investigation Team to investigate the incident.
There were a total of five people inside the residence, including the man who was shot and Slade A. Woodson, 19, of Afton, Va. Woodson was taken into custody without incident. No one else in the house was injured.
At this time, Woodson has only been charged on warrants issued by the Waynesboro Police Department. Woodson faces one felony count of shooting into an occupied residence and one felony count of destruction of property. The charges stem from two shooting incidents that occurred during the early morning hours of March 27 in the city of Waynesboro. Waynesboro Police are investigating these shootings which took place at a residence in the 200 block of North Commerce Avenue and the shooting of the DuPont Community Credit Union on Lucy Lane.
Woodson is considered a suspect in the shootings that took place on and near Interstate 64 during the early morning hours of Thursday, March 27, 2008. Investigators are still awaiting results from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on ballistic evidence collected at each of the scenes on and near I-64. Additional charges against Woodson are pending at this time.
Woodson is also the owner of an orange 1974 AMC Gremlin, which is similar in appearance to the vehicle captured in the surveillance video at the credit union in Waynesboro. The Gremlin was located Thursday afternoon abandoned along Route 29 in Albemarle County near the Greene County line. The vehicle was recovered by police and processed Thursday night. Ballistic evidence recovered from the car has been taken to the ATF lab in Maryland for analysis and will be compared to the other evidence recovered from the shooting scenes and vehicles.
The investigation remains ongoing.
Forest Fire Still Burns
A forest fire has been burning for three days, in the Saint Mary’s Wilderness. In a 24 hour period, the fire grew four times its size. As of Wednesday afternoon, it was estimated that 1000 acres of forest had burned. Thursday evening, a possible 1300-1400 acres had been affected by the flames. Weather is a large, contributing factor in the containment of the fire. If windy conditions occur, the fire can spread before it can be contained. It is about 15% contained at this time. It is believed that it will take several days to get the blaze under control.
There were about 8 residencies of concern when the fire started. The residencies were investigated by officials, and not considered to be in danger. Most of the houses are separated from the fire by a river, so they are expected to be fine. No evacuations were carried out.

Random Shootings on Interstate 64
This morning on Interstate 64, at the Ivy exit 114 and the overpass at Va. 690, one or more suspected shooters targeted and shot four different vehicles. Two passenger cars, a van, and a tractor-trailer were hit. An unoccupied Virginia Department of Transportation truck was also hit at a Yancey Mills substation. The shooter(s) injured two motorists who were treated and released from Augusta Medical Center in Fishersville. The victims were injured in the neck and the shoulder during the incident.
The shootings took place at 12:10 a.m. and appeared to be randomly targeted. The gunfire ended around 12:40 a.m. The Interstate between Waynesboro and Charlottesville was closed for several hours, mostly due to collecting evidence. It was reopened at 6:37 a.m.
Police continue to investigate. No arrests have been made.

Marius John Mello left his residence on Pelham Drive sometime during the night after leaving a note to his parents. He is described as a white male, 15 years of age, 5’4”, 110lbs., having brown hair and brown eyes. He normally wears glasses and was last seen wearing a blue coat, dark blue T-Shirt and jeans. Also missing from the residence is Marius’s camping gear/back pack which is believed to be in his possession.
Marius has No known medical or emotional problems and no history of run-away. He is familiar with camping and outdoor activities and may be in local wooded areas or the national forest. Means of transportation is believed to be on foot.

Highway work zones in the Staunton District
The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

VDOT CELEBRATES SECOND PHASE OF INTERSTATE SAFETY PROGRAM
STAUNTON – The Virginia Department of Transportation will be hosting a tree planting event on Wednesday, March 26 at 10 a.m. at the Interstate 81 northbound rest area in Rockingham County near the Shenandoah County line. The public is welcome to attend.
Students from Turner Ashby Future Farmers of America, members of Scenic Virginia and the Virginia Department of Forestry will assist in a ceremonial tree planting event, emphasizing VDOT’s commitment to safety, is environmental stewardship and its regard for the agricultural heritage of the region.
The VDOT Staunton District launched a program last spring to remove trees close to the interstate travel lanes on Interstates 64, 66 and 81. This action enhances safety by removing fixed objects, which can increase serious injury or property damage in the case of accidents.
This spring VDOT continues the second half of this program by planting 2,000 seedlings in safe zones, replacing more than double the amount of trees that were removed in the spring of 2007. The beautification plan is ongoing to plant redbuds and dogwoods outside the clear zone.
The tree removal operation is one of several programs, coordinated along I-81 with a regional citizen safety committee, to improve safety along the interstate system in the Staunton district. Ramp extensions are currently underway in Frederick County and truck climbing lanes are scheduled to be advertised for construction in the fall of 2008. By mid 2007 safety service patrols were established along I-81 in Augusta County and along I-64 in Augusta and Albemarle counties and on portions of I-81 in Frederick, Warren and Shenandoah counties. Currently, at the conclusion of paving projects, older four-inch wide pavement markings are being replaced with six-inch wide highly reflective pavement marking material. At various locations guardrail is being upgraded to new crash standards set by the Federal Highway Administration. Rumble strips along the shoulder are also part of interstate safety improvements.
Garrett Moore, P.E. said, “We are pleased to enhance the safety of our interstate roads by removing trees close to the roadway, which are potential hazards in a crash. At the same time we have this opportunity to add to the long-term beauty of the view shed with the planting of these new seedlings.”
VDOT COMPLETES INITIAL REVIEW OF SPRINGFIELD ICE STORM
Agency Adopts Aggressive Program to Improve Statewide Emergency Response
RICHMOND—The Virginia Department of Transportation (VDOT) has completed its initial review of the Feb. 12 freezing rain storm that resulted in the closure of Northern Virginia’s Springfield Interchange for several hours. Commissioner David S. Ekern delivered the report to the Commonwealth Transportation Board at its March 20 meeting noting a key finding that VDOT must refocus its emergency response mission to prevent similar significant delays from happening again.
“The human impact of a severe weather event or other type of emergency on the economy, quality of life and safety of all Virginians is significant,” said Ekern. “As we review the circumstances that led to the Springfield Interchange closure, the importance of our emergency response mission has become even clearer. We understand that our crews must keep the region’s highways flowing during all weather conditions and emergencies that occur on our roads. It is time we refocus our agency to respond to this important need.”
The event after-action report details key findings about:
· Mobilization of VDOT crews before and during the storm
· Communications improvements needed between emergency response agencies
· Traveler information needs
· Emergency management protocols
· The adoption of industry-leading snow- and ice-removal practices
Commissioner Ekern detailed 16 immediate action steps already implemented in response to the Feb. 12 event to prevent a similar situation from happening again this winter. These steps include:
* Designating a clear chain of command and focusing emergency response activities to the Northern Virginia Traffic Management Center
* Improving communications between VDOT, local, regional and state emergency operations centers, and between emergency response agencies
* Better use of technology and equipment to monitor traffic, report on actual pavement conditions and communicate with motorists about hazards they might encounter on Virginia ’s highways
* Consolidating snow- and ice-removal operations for the Springfield Interchange to one maintenance facility, and better deployment of VDOT equipment to manage winter weather events in the area
* Clearer chain of command and training procedures to ensure efficient delivery of emergency response services for snow, ice and other incidents in Northern Virginia
VDOT will host a meeting for elected officials and the public to offer feedback on the agency’s Feb. 12 response and this after-action report at 6:30 p.m. on April 22. The meeting will be held at the Waterford at Springfield , 6715 Commerce Street , Springfield , VA.
“In the coming weeks and months, we will work with experts in emergency response and with our neighbors in D.C. and Maryland to ensure we understand all of the factors that led to this event,” Ekern said. “We will use this information to strengthen our statewide snow and ice response and to ensure that drivers in every part of the commonwealth receive consistent and dependable response from this agency.”
By April 15, VDOT will define a program to improve VDOT’s emergency response protocols and practices. This will result in better service to Virginia ’s drivers and quicker clearance of natural and man-made traffic snarls.
“This incident serves as a clear reminder that our commitment to plan, operate and maintain a safe Virginia transportation system is founded on our ability to keep traffic moving during emergency situations,” Ekern said. “We must recognize that our customers demand safe, efficient access to our highway systems 24/7 and deliver on that expectation.”

CALL FOR STUDENT PAPERS
5th annual contest awards of $1,000 to seven college winners
RICHMOND – The Virginia Transportation Conference has announced the call for papers for its fifth student paper contest. Undergraduate and graduate students at Virginia colleges and universities are invited to submit original papers that will compete for a $1,000 prize for each winner.
Students can choose to write on a topic from one of seven transportation-related categories: mobility, safety, applied technology, structures and materials, policy, freight or passenger rail, or intermodal issues. One paper from each category will be selected as a winner.
The papers will be judged by a panel of experts from the Virginia Transportation Research Council – the research arm of the Virginia Department of Transportation – the Virginia Transportation Policy Group at the Virginia Tech Transportation Institute, and the Virginia Rail Policy Institute.
Awards will be given based on the papers’ relevance, insight and significance, and quality of research and content. Winning students will be notified on September 15, 2008.
Students may submit papers previously written for class projects, conferences or journals, as long as the student was the primary author and any published paper has written permission for use in the contest. The paper also must be based on work completed from a course or study requirement at the undergraduate or graduate level.
The submitted papers must be postmarked no later than Tuesday, June 10, 2008, and paper topics must be approved in advance by Ray Pethtel, Virginia Tech’s Transportation Fellow. Interested students should send their proposed paper’s title and a one-paragraph abstract describing the subject to Pethtel by e-mail at rpethtel@vt.edu.
The annual Virginia Transportation Conference has been held for more than 55 years for local, state and regional government officials and transportation industry representatives to learn about the latest transportation issues, research and initiatives. The student papers and awards normally are presented at the conference. While the 2008 conference has been cancelled in an effort to reduce state spending, its annual student paper competition will continue.

Truck Stolen - March 13
On February 25, 2008 a 1996 Ford F350 truck was stolen from Staunton Machine Works located at 608 Richmond Avenue. The truck is teal green and has a metal tube rack on the bed and top of the truck. There is also a large diamond plated toolbox in the bed of the truck.
Staunton Machine Works is offering a $1000 reward for information leading to an arrest for this offense.

Unfortunately, due to the large volume of impaired drivers, the night out has become very dangerous. Whether meeting a few friends at the local pub after work or attending the big St. Patrick’s party, if you plan on using alcohol don’t drive and never let your friends drive if they are drinking.
Last year on St. Patrick’s Day, nearly half (44%) of the 105 drivers and motorcyclists involved in the fatal crashes had a blood alcohol content (BAC) of .08 or above.
That’s why Captain Paul D. Kvasnicka Jr. of the Virginia State Police is joining forces with other federal, state and local highway safety and law enforcement officials across the nation to remind all of those who plan on using alcohol during St. Patrick’s Day festivities this year to drink responsibly and always have a designated sober driver before the party begins.
* Designate your sober driver before the party begins and give that person your car keys, and remember, Friends Don’t Let Friends Drive Drunk;
* If you’re drinking, call a taxi, use mass transit or call a sober friend or family member to get you home safely;
* Report impaired drivers to law enforcement
* Always buckle up—it’s still your best defense against an impaired driver.
Impaired driving is one of America’s deadliest problems. In 2006, we had 42,642 people who were killed in motor vehicle crashes. E-mail scams - March 5
The Waynesboro Police Department has received information of several e-mail scams that seem to be growing in frequency and audacity. In some cases the e-mails are being sent to individuals and even to City of Waynesboro e-mail accounts. The scams all seem to have the same desired result. That is that some unsuspecting person will comply with the sender’s requests to either handle or send money to an entity, most likely outside the United States. In one case the individual is posing as a hit man and attempting to distort money from his would be victim in exchange for canceling the hit. This is just a very “over the top” way of trying to deceive an uninformed person into handing over money through an internet ruse. Another one offers a business opportunity that is too good to be true and is a little bit more professionally done to include a hyper-link to website. Also we were informed of one case where a local person actually had a vehicle for sale on the internet and a scam artist agreed to pay $3,000.00 for the vehicle. When the check arrived in the seller’s mail it was for $5,700. The seller contacted the purported buyer via e-mail to tell him of the overpayment but became suspicious when the buyer advised him to “just cash the check and send me the $1,700 back. The check of course was verified to be bogus.
The Department requests that you please assist us with getting the information out that these types of e-mail scams are on the rise but can easily be defeated by simply being vigilant and using common sense.

Highway work zones in the Staunton District
The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

AUGUSTA COUNTY
Interstate 64
* Mile markers 95 to 96 – Cleaning and painting bridges, alternating lane and shoulder closures. Sunday from 9 a.m. to 7 p.m. and Monday to Saturday from 6 a.m. to 9 p.m.

* Mile markers 205 to 237 – Northbound and southbound lanes, debris clean up on Wednesday.
