TO BE HELD ON MONDAY, DECEMBER 10, 2007, AT 7:00 P.M.

IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING

AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.

1. Call to Order/Pledge of Allegiance.
2. Consent Agenda (any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).
1. Approval of Minutes for the April 30 Budget Work Session, August 15 Stormwater Work Session, August 27 Council Meeting, November 13 and the November 26, 2007 Council Meetings and dispense with the reading of the Minutes.
2. Request for refund of $51.47, plus interest, for 2007 personal property tax, and request for refund of $131.57, plus interest, for 2006 personal property tax.
3. Consider an ordinance granting a conditional use permit to allow residential use in a C-2 General Business District by developing the site with a two-unit townhouse with garages, on Lots 1 and 2, Block 33, Basic City Mining, Manufacturing and Land Company Plat, known by street address as 594 North Commerce Avenue, Waynesboro, Virginia.
4. Consider an ordinance rezoning from M-1 Light Industrial to RB-2 Multiple Dwelling District property described as, Tax Map #46, Block 26, Basic City Mining, Manufacturing and Land Co. plat, Lots 3 through 17, located on North Charlotte Avenue, Waynesboro, Virginia.
5. Consider an ordinance amending Sections 86-28(a)(1) and 86(a)(2) of the Code of this City to increase the water service charge from $3.00 to $4.00 for 5/8 inch meter, to increase the water service charge from $14.00 to $15.00 for 1 ½ inch meter, to increase the water rate per 1,000 gallons from $2.00 to $2.61.
6. Consider an ordinance amending Section 86-139(a) of the Code of this City to increase the sewer rate from $4.22 to $4.68 per thousand gallons.
3. Recognition of the Governor’s Emergency Medical Services Award for Excellence in EMS received by Gary Critzer, Director of Emergency Management. (Gary Brown, the Director of the Virginia Office of EMS will be in attendance as well).
4. Planning Matter:

Consider an ordinance rezoning from RA-3 Single Family District to C-1 Local Business District an 8,891 square foot parcel, .206 acres with an existing dwelling, located at Tax Map 33, Lot 21A, Block 2, Jefferson Park Estates Unit 2, with the

address of 2009 West Main Street.

5. Receive a presentation from Joel Knopp from Didawick & Knopp regarding the City’s Comprehensive Annual Financial Report (CAFR).
6. Receive information from Chris Kulp of Hunton & Williams LLP, bond counsel for the City, concerning the recent bond referendum.

7. Consider scheduling a public hearing for Monday, January 14, 2008 regarding the construction of an upgraded and expanded wastewater treatment plant funded through the Virginia Clean Water Revolving Loan Fund.
8. Consider scheduling a public hearing on Monday, January 14, 2008 for the issuance of General Obligation Public Improvement Bonds for funding the following projects of the Capital Improvements Plan: Fire Substation Project, Library Improvement Project, and Stormwater Management Improvements.
9. Consider the following ordinances:
1. Appropriating $4,311 to the School Elementary Central Office Fund for National

Board Certified Teacher Incentive Program for fiscal year ending June 30, 2008.

2. Appropriating $8,019 to the Elementary Central Office Fund in Title III No Child

Left Behind Grant for fiscal year ending June 30, 2008.
