TO BE HELD ON MONDAY, AUGUST 25, 2008, AT 7:00 P.M.
IN THE COUNCIL CHAMBERS, CHARLES T. YANCEY MUNICIPAL BUILDING
AT 503 WEST MAIN STREET, WAYNESBORO, VIRGINIA.


1. Call to Order/Pledge of Allegiance.
2. Consent Agenda (any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).
a. Approval of minutes from the July 28, 2008 Regular Business Meeting, August 4, 2008 Work Session, August 11, 2008 Regular Business Meeting, and the May 27, 2008 amended minutes, and dispense with the reading of the minutes.
b. Second consideration/adoption of an ordinance authorizing the modification of an existing covenant on land in Augusta County adjoining the City-owned Coyner Spring Tract.
c. Second consideration/adoption of an ordinance appropriating a donation in the amount of $3,990 from the Kiwanis Club to the Department of Parks and Recreation undesignated reserve to the General Fund Operating Fund for the Fiscal Year ending June 30, 2009.
d. Second consideration/adoption of an ordinance appropriating $2,175 from Insurance Company Reimbursement to the General Fund Operating Fund for the Fire Department building repairs for the Fiscal Year ending June 30, 2009.
e. Consider approving requests for partial refunds of real estate taxes paid by four property owners as follows: Account 156-065 $ 597.70

f. Consider approving a request from the Basic United Methodist Church to close a portion of 5th Street between Delphine and Winchester Avenue and for amplification, for a special youth event on Saturday, September 13, between the hours of 4:00 p.m. and 9:00 p.m.
3. Consider adopting a resolution honoring former Mayor Reynolds for his years of service to the City Council and to the community.
4. Consider adopting a resolution authorizing the Mayor and the Interim City Manager to execute two Deeds of Easement in conjunction with the City's Greenway Trail System.
5. Consider adopting a resolution affirming the City of Waynesboro’s Authorization to Pick-up the Employee’s Contribution to VRS for City of Waynesboro, Virginia under § 414(h) of the Internal Revenue Code.


6. Consider adopting a resolution authorizing the Mayor and Interim City Manager to execute an Agreement for project construction, operation and maintenance between the City of Waynesboro and the Virginia Department of Transportation for work on the North Delphine Avenue Rail Bridge Project.
7. Consider introducing the following ordinances:
a. Appropriating $20,000 in State Categorical Aid from the VA Association of Chiefs of Police to the Youth and Family Services Operating Fund for Expenditures Related to the SAW2010 Gang Prevention Programs for the Fiscal Year Ending June 30, 2009.
b. Appropriating Governor’s Office of Substance Abuse Prevention Funds (GOSAP) to the Youth and Family Services Operating Fund in the Amount of $25,291, for Expenditures Related to the Project Alert and Guiding Good Choices Programs for the Fiscal Year Ending June 30, 2009.
c. Appropriating an AHC Community Health Foundation Grant to the Youth and Family Services Operating Fund in the Amount of $10,000 for Expenditures Related to the Parent Project for the Fiscal Year Ending June 30, 2009.
d. Appropriating a Title VIB Flow Through Grant in the Amount of $1,134 to the Elementary Central Office Fund Operating for Fiscal Year Ending June 30, 2009.
e. Appropriating the State Career and Technical Education Equipment Allocation in the Amount of $4,367 to the Secondary Central Office Fund and the District Wide Central Office Fund for Fiscal Year Ending June 30, 2009.
8. Consider the following boards and commissions appointments and reappointments:
a. Appointment to the Commission for the Elderly to a four-year term ending August 31, 2012.
b. Reappointment to the Recreation Commission to a four-year term ending August 31, 2012 and an appointment to the Commission to a four-year term ending August 31, 2012.
c. Reappointment to the Airport Commission to a three-year term expiring August 31, 2011.
d. Reappointment and an appointment to the Transportation Safety Commission to a four-year term ending August 31, 2012 and an unexpired four-year term ending August 31, 2010.
e. Appointments to the Library Board to four-year terms expiring August 31, 2012 and to an unexpired term ending August 31, 2010.
f. Appointments to the Disability Services Board to four-year terms expiring August 31, 2012 and a reappointment to the Board to a four-year term expiring August 31, 2012.
g. Appointments to the Planning Commission to four-year terms ending August 31, 2012.
h. Appointment to the Economic Development Authority to a four-year term ending August 31, 2012.
