Break-ins to vehicles in storage lot

Waynesboro Police are investigating a series of vehicle burglaries occurring on the fenced in lot of a local towing and recovery service. R&M towing has reported three separate incidents of thefts from vehicles parked on their Mill Street storage lot between October 14th and December 2, 2007. In all of the incidents various stereo components, speakers, tires and rims as well as other custom vehicle parts have been taken totaling an approximate value of $5,000.00. The three incidents targeted several vehicles each that were locked and secured inside of the fenced in lot and in some cases jack stands and other tools were located near the targeted vehicles.

The most recent incident occurred at approximately 3:30 a.m. on the morning of December 2, 2007 and investigators believe this time they have two suspects who were caught on video in the act of breaking into cars on the lot. Police are releasing a still image from the video in hopes that someone may recognize one or both individuals and contact police with the information.

Anyone with information concerning this case or who can ID the suspects in the attached image is asked to call the Waynesboro Police Department at 540-942-6675 or Crime stoppers at 1-800-322-2017. Callers to Crime Stoppers do not have to give their name and may be eligible for a cash reward of up to $1,000.00.

Reserve Awards

On December 2, 2007 the Waynesboro Police Reserves held their annual dinner and awards presentation at South River Grill in Waynesboro. The Reserve Component holds this function annually to recognize those members who contribute in a major way to the mission of the organization which is to support the operations of the Waynesboro Police Department.

This year the Reserves chose Reserve Sgt. Cory Fox, a 13 year veteran, as Officer of the Year. This is the second time that Cory, a Maintenance Supervisor at McKee Foods, has been honored as officer of the year and he was also awarded a certificate for exceeding 3,000 hours of Cumulative volunteer service to the organization during his career.

6. Consider an ordinance amending Section 86-139(a) of the Code of this City to increase the sewer rate from $4.22 to $4.68 per thousand gallons.
3. Recognition of the Governor’s Emergency Medical Services Award for Excellence in EMS received by Gary Critzer, Director of Emergency Management. (Gary Brown, the Director of the Virginia Office of EMS will be in attendance as well).
4. Planning Matter:

History of the WRAV

The Waynesboro Repeater Association of Virginia (WRAV) is the sponsoring organization of the 147.075, two meter FM amateur repeater located near Waynesboro, Virginia. This repeater was first placed into operation in 1979. This effort was coordinated by Dee Almquist, W4PNT, with assistance from Ken Wooley, WA4EGW, Bruce Gordon WA4CJX, Bill Bowman, KA4UFI, Hugh Martin, WD4HJK, Charlie Menk, W4BKP (silent key), Bill Day, N4AOP, Neil Buckingham, WA4KKL, and others. Technical assistance was received from Pete LaScelle, W4WWQ, Joe Moomaw, W4XD and Bob Kerby, W4BLD.

The initial repeater was coordinated on December 19, 1978 through the Carolina Virginia Repeater Association (CVRA) that is now the SouthEastern Repeater Association. (SERA) The initial repeater equipment was a Motorola unit located at the home QTH of W4PNT on Rd. 612 in Crimora, Virginia. This repeater utilized two Phelps Dodge vertical antennas separated vertically by about 30 feet on a short tower. This repeater was equipped with a home built controller and CW-ID unit. After much debugging (blood, sweat and tears) and late night checking out, the equipment was moved to a location atop the former Holiday Inn in the gap at Afton mountain. A 60-foot tower with three sets of guys was installed on the roof of this three-story building to support the antennas. The radio equipment was located near a boiler room on the top floor. This site was a very windy, cold location when working on the roof or antennas. The mechanical survival rate for the antennas was limited due to the extreme winds through the Afton gap.

After a short period of time a set of Phelps Dodge duplexers was obtained which allowed the repeater to utilize just the top antenna. The repeater provided very good two-meter coverage East to Richmond and North beyond Harrisonburg. For several years the repeater was operated with a "touch tone on/off" RF link with the WB4JBJ (147.105) repeater in Lynchburg through an intermediate site in Amherst, Virginia. This intermediate site is no longer available and the link has been discontinued after several years. In 1986 a new repeater was assembled with a UNIDEN and a GE MASTR II amplifier. A new Sinclair duplexer was purchased. This new equipment was equipped with a Advanced Computer Controls (ACC) model RC-85 repeater controller and the equipment was debugged and checked out. (More blood, sweat and tears!)

The repeater was relocated to a spot on top of Bear Den Mountain about three miles north of Waynesboro Virginia. This site is adjacent to (within 20 feet) the Appalachian Trail. The equipment is located in a leased portion of a small building and the antenna is on a 60-foot heavy-duty tower (ROHN 55). The elevation at the base of the tower is 2840 feet above Sea Level.

The antenna was changed to a Decibel Products model DB222E-D which proved to be much more able to with stand the high winds experienced at this mountain top location. In 1987 a linked RITON TELENEXUS phone patch was installed to serve the Staunton and Waynesboro local calling areas. The telephone end of the link is located in Staunton at the home QTH of Joe Pehan, W4LIG. In 1990 a set of six large station batteries was purchased and installed at the repeater site. The repeater and a battery charger are connected to the battery to allow for operation in the event of a power failure. In the mid 1990's a packet station (W4BLD-4) was installed to serve as a node for the relaying of packet traffic.

Crime Prevention Tips - Decmber 2

The Waynesboro Police Department would like to wish everyone a very happy holiday season. We would also like to take this opportunity to remind all of our citizens of some important crime prevention tips. These are good to know at all times, but especially around the holiday time period. During the holidays, the potential for thefts and robberies increase. More people are out and about, and they are carrying more gifts and money than during other times of the year. We would like to stress there is no need to be afraid, but always stay aware of your surroundings and keep the following tips in mind.

Carry your valuables wisely. Do not keep cash in your wallet. Instead, keep it in an inside pocket and only carry the credit cards you'll need.

Do not leave valuables in your vehicle. If you must leave packages in your car, put them in the trunk. Keep receipts with you.

Carry a cell phone with you. If someone makes you suspicious or uncomfortable, notify security or call the police.

Whenever possible, park and walk in well-lit areas. Always be aware of your surroundings, especially the people around you.

Carry your purse close to you, with the opening or flap towards your body. Never leave a purse unattended in a shopping cart.

Do not keep a wallet, credit cards or cash in a backpack. If you are in a crowd, consider carrying the backpack in front of you. Pickpockets can quickly and easily remove items from a backpack without being noticed by the owner.

Protect your credit card numbers and other personal information. Carefully dispose of receipts that have a credit card number on them. Never provide credit card information in response to unsolicited calls or emails.

Don't announce your new high-dollar purchases after the holidays. Break down the boxes of TVs, stereos, computers, etc. and turn them inside out before putting them in the trash.

Stay alert to your surroundings while shopping. Try to shop with friends or family and always be aware of your surroundings.

Watch purchases while eating in food court areas. Packages can easily be picked up or swapped if you aren’t watching them while eating.

Have your keys in hand prior to leaving the store. If you don’t, you may have to sit your packages down while digging your key out. This gives a potential thief an opportunity to grab your bags and run.

If you are traveling for the holidays, make your home look "lived in". Have a friend or neighbor collect your mail and newspapers or have your service suspended while you are away. Use timers to turn lights off and on.

Keep your house well lit on the outside. Light is one of the strongest deterrents to crime. Turn your outside lights on. Use compact florescent lights to save electricity and money.

Don’t display gifts in your home, under your Christmas tree, that can be seen from the windows. That can be an invitation to a thief.

Always know who is at your door prior to opening it. If you cannot see who is there, ask them to identify themselves.

Wayne Theatre releases holiday cards - Decmber 2

TRAFFIC ALERT FOR WEEK OF December 3-7, 2007

Highway work zones in the Staunton District



The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.


AUGUSTA COUNTY

Interstate 64

* Mile marker 96 – Bridge cleaning and painting. Alternating lane and shoulder closures. Sunday to Saturday, 24 hours a day except 9 a.m. to 7 p.m. on Sunday.



Interstate 81

Leaf pick up - Decmber 2

Staunton Public Works has delayed its second round of leaf collection for approximately two weeks to reflect what is emerging as an extremely late leaf fall this year. Instead of beginning December 7 as originally scheduled, the second round of collection will begin December 26.



The city’s leaf collection is scheduled well in advance to meet operational needs, but based on many years of experience with actual times leaves begin to fall. However, the unusually warm fall this year has delayed leaf fall for so long that many leaves would have been still on trees when the last pickup ended. By delaying the second round of collection, residents will be able to get most of their leaves to the curb before their area is collected.



Maps showing the revised schedule are posted to the city’s Internet site and are on the Government Access Cable Channel. A copy is also attached in JPG format. We would appreciate any additional publicity the media could generate to inform residents of these changes.
