Suspect Arrested in Sunoco Robbery

Jimmy Jefferson Bell Jr. was arrested after turning himself in at the Staunton Police Department at approximately 2:00 A.M. this morning.

The warrants served were for : Robbery, Abduction, Use of a Firearm in the Commission of a Felony and Possession of a Firearm By a Convicted Felon. All of the charges stem from the January 16 armed robbery which occurred at the Sunoco, fast stop in Waynesboro. He was held without bond in the Middle River Regional Jail.

Special Meeting - January 30

Staunton Mayor Lacy B. King Jr. has called a special meeting of the
Staunton City Council for 6 p.m. Thursday, January 31. The meeting will
be held in the Caucus Room on the first floor of Staunton City Hall at
116 West Beverley Street.

The meeting has been called to receive and discuss the advice of legal
counsel regarding recent decisions of the Board of Zoning Appeals. The
meeting will initially be closed to the public pursuant to Section
2.2-3711(A)(7) of the Code of Virginia. It is anticipated that the Council
will convene in open session in the adjacent Council Chambers
following the closed meeting and may take action regarding the recent decisions
of the Board of Zoning Appeals.

Error in Report - January 30

The January media advisory from the Weldon Cooper Center on population trends in Virginia listed data on Staunton that is incorrect in part, and completely misleading.

The error in the report lies in the placement of Western State Hospital. Michael Spar, author of the Weldon Cooper report, confirms that his data incorrectly placed Western State Hospital in Augusta County, not in Staunton. Since institutional populations are counted as part of the census, this mistake had the effect of reducing Staunton’s population by about 250. If you adjust the Center’s figures for this error, the city’s population would have declined only about 670 persons since the 2000 census.

However, that figure, while technically accurate, is extremely misleading. The problem is, again, institutional populations. In 2000, when the census was formally taken, it reported 764 persons in a state prison in Staunton (the Staunton Correctional Center). That prison closed in 2003 and its property is now being converted to residential and commercial uses. These prisoners, for purposes of the Census, were counted as Staunton residents – thus inflating the city’s population by that amount. However, most people don’t think of prisoners as real community residents, certainly not as indicators of local economic health or attractiveness.

Further, the 2000 Census also included 196 prisoners who were in the old Augusta County Jail in Staunton. That facility too was closed. These prisoners were moved to the Middle River Regional Jail in 2006 where they are now counted as Augusta County residents in the Weldon Cooper Center report.

These three listed factors serve to inflate Staunton’s 2000 population and decrease its 2007 population, thus implying a significant decline in the city’s residents over the past 7 years. However, if you adjust for these three factors, Staunton’s actual residents – excluding prisoners – may be considered to have grown by about 300 over that period – a growth rate of 1.3 percent.

The same kinds of factors seem to prompt some number crunchers to bemoan Staunton’s slow decline in population over recent decades. It should be noted that, from the 1950s into the 1970s, the patient population of Western State Hospital topped 3,000… And those patients were counted as Staunton residents. With the general move toward de-institutionalization, the patient population at Western State has declined to about 250. That drop far exceeds the slight declines in Staunton’s population over the same period.

The bottom line is that the City of Staunton is not shrinking. It is growing. Our most recent (September, 2007) figures show that 582 residential units have been completed in the past few years, and 201 now under construction will be complete within the next 12 months. There are another 1,600 new units in the pipeline that will be completed sometime after the next 12 months. Clearly Staunton’s growth is certain to accelerate dramatically in the years ahead.

Robbery 7-11 - January 25




Friday 25,2008- 5 am 7-Eleven store on Ivy Street, Waynesboro. Friday morning two robbers entered the 7_Eleven store on Ivy. One robber fired a shot into the floor,then took money from customers that were in the store while the other robber grabbed money from the cash register.

The robbers left in a white Dodge Caravan and drove two blocks. Police found the abandoned van on Loudoun Avenue.

The Waynesboro police believe the suspects fled on foot into the Wayne Hills neighborhood. That is where they were focusing their search this morning. They had help from Augusta County deputies and a Staunton K-9 unit.

The suspects are described as a tall black male wearing a Halloween mask and a Hispanic male wearing a white mask or bandanna.

No one was injured in the incident.

Suspect Sought in Sunoco Robbery

Waynesboro Police have obtained four felony warrants for a suspect in the January 16th, 2008 Robbery of the Sunoco, Fast Stop convenience store located at 1175 E. Main St. The warrants are the result of probable cause obtained during an investigation into the case that has been ongoing since that date.

Police are seeking Jimmy Jefferson Bell Jr., a 24 year old Waynesboro man who is described as a black male, 6’2”, 220lbs. (See attached Mug Shot)

The warrants on file for him are : Robbery, Abduction, Use of a Firearm in the Commission of a Felony and Possession of a Firearm By a Convicted Felon.

We believe Bell is armed and dangerous, so he should not be approached by anyone other than Law Enforcement.

Anyone with Information about this crime or who knows the whereabouts of the above suspect is asked to contact the Waynesboro Police Department at 540-942-6675 or Crime Stoppers at 1-800-322-2017. Missing Person - January 24

Earlier today the Waynesboro Police Department began investigating a missing persons’ complaint involving 77 year old Francis Lloyd VanGundy. At approximately 10:45pm this evening we received information from the Grant County Sheriffs Office in West Virginia, that they had located VanGundy. At this point it is unknown how VanGundy ended up in West Virginia, but he was found unharmed. His family has been contacted and apprised of his whereabouts and they are currently making arrangements to bring him back to Virginia.

No other information is available at this time.

Missing Elderly Person

Waynesboro Police are requesting the public’s assistance locating a 77 year old Rockbridge County man who left the Waynesboro Super 8 Motel this morning in his vehicle and has not been heard from or seen since.

Police were notified by the man’s daughter, who resides in Augusta County just north of Waynesboro, this morning around 7:00 A.M. that her father had checked out of the hotel between 4:00 – 5:00 AM and left the premises in his vehicle. This was highly irregular, according to the daughter since she was to link up with her father at Super 8 where they would travel to Dulles Airport by car for a flight to Kansas. The trip was planned to attend the funeral of a family member in that state and there would have been no reason for him to have left the hotel prior to his daughter’s arrival. The man’s daughter has indicated that her father has been suffering from a diminished mental state and although not confirmed through medical diagnosis is exhibiting signs of early Dementia or Alzheimer’s.

Police have searched areas along possible routes to the victim’s daughter’s home and notified adjacent jurisdictions including Rockbridge County authorities where the victim resides in an attempt to locate him or his vehicle. Additionally a BOL was sent out earlier to Law enforcement agencies in region III which is now being upgraded to nationwide due to the length of time which has passed.

Police request that members of the public contact the nearest law enforcement agency or dial 911 if they see the following person or vehicle.

Staunton Police Department’s Citizen’s Police Academy

Are you interested in learning more about Law Enforcement? Are you curious about the “life behind the badge”? If your answer is yes, then please join us for the 14th session of the Staunton Police Department’s Citizen’s Police Academy. The Staunton Police Department’s Citizen’s Police Academy will give participants a behind the scenes look at what it is like being a police officer. While attending the Citizen’s Police Academy participants will gain incite on how to be a police officer while experiencing similar conditions. Participants will also gain knowledge in many topics such as criminal law, criminal investigation, and illegal drugs. Participants will also experience hands on training with firearms, emergency driving, and defensive tactics. All courses are taught by certified law enforcement and civilian instructors. Applicants must be at least 18 years of age and must pass a criminal history check. Classes will be held on nine consecutive Monday nights starting March 10th from 6:30-9:30 p.m.. There will also be two Saturday morning classes from 9:00am to 1:00pm involving hands on training. Participants will be required to complete a four hour ride along with any unit in the department. The Academy class is limited to fifteen participants; applications can be obtained at the Staunton Police Department and are due by February 26, 2007. New Trolleys - January 24

The City of Staunton will welcome two new "historic" trolleys at 12:30
pm Wednesday, January 23, on West Beverley Street in front of City
Hall.

Traffic will be blocked off on the street briefly so that the two new
trolleys - painted in the traditional Staunton green with gold trim -
can pass between the two old trolleys that have been carrying
hundreds-of-thousands of people around Staunton since 2001. From a visual
standpoint, this may be the only time all four of these colorful trolleys will
ever be in one place at one time. There will be a ribbon-cutting by
Mayor Lacy King before the new trolleys make their appearance.

The two new trolleys will replace the older units on the downtown or
Green Route and the Silver Route that connects senior communities around
Staunton. All four trolleys were manfucatured by Cable Car Concepts of
Cape May, NJ. All trolleys were purchased using state and federal
transportation funds with a small local match. The first two trolleys
went into service December 1, 2001 and have carried more than 300,000
passengers in the years since. Each has travelled more than 100,000 miles.
The trolleys are operated by Virginia Regional Transportation through
an agreement with the city.

Mayor King and Deputy City Manager Jim Halasz, who manages the trolley
operations, will be available at the event Wednesday.

Armed Robbery - January 19

On 01/19/08 at approximately 0514am; the Waynesboro Emergency Operations Center received a call from the Days Inn located at 2060 Rosser avenue in reference to an armed robbery that had just occurred. The female caller stated that two Hispanic males wearing masks had just robbed the business of an undisclosed amount of money. One of the Hispanic males was reported to be armed with a handgun. Waynesboro Police Officers arrived at the scene within minutes and began to investigate the incident.

A Police K-9 from the Staunton Police Department arrived on scene at approximately 05:31am; and assisted Waynesboro Officers with the investigation.

The investigation is ongoing at this time.

I-81 SINGLE LANE CLOSURE WILL BE SATURDAY NORTHBOUND AT MILEMARKER 231 FOR ACCIDENT CLEAN-UP

STAUNTON - One lane will be closed on Interstate 81 northbound at mile marker 231 in Augusta County for clean-up operations due to an accident on January 17. The closure will be on Saturday, January 19 from 6 a.m. until noon. This location is between exit 227 in Verona and exit 235 at Weyers Cave .

Crews will be removing a tractor trailer that went over the guardrail. The guardrail will be removed and replaced as part of these operations.

STAUNTON – Moderate conditions are being reported on most road systems in the Virginia Department of Transportation Staunton District late this afternoon. Motorists are advised to drive only if necessary. If travel is essential, motorists are advised to slow down and avoid getting over confident.

From the VDOT Salem District they advise that both lanes of northbound Interstate 81 in Botetourt County are closed at mile marker 173.5 near Natural Bridge due to an accident. Traffic is being detoured onto a frontage road at exit 168 and then brought back onto I-81 at exit 175. There is no estimated time for re-opening the road. Traffic is currently backed up ten miles

MODERATE CONDITIONS ON ALL SHENANDOAH VALLEY ROADS



STAUNTON – Moderate conditions are being reported on all road systems in the Virginia Department of Transportation Staunton District. The area is being hit by a snow and ice storm that is now leaving the southern counties and is putting down snow in the north. Motorists are advised to drive only if necessary. If travel is essential, motorists are advised to slow down and avoid getting over confident. Numerous accidents have been reported throughout the morning.

In Rockingham County on Interstate 81 southbound at mile marker 240 the left lane is closed due to an accident. This is in the area of the Mount Crawford and Bridgewater interchange.

In Augusta County on I-81 northbound at mile marker 231.4 the left lane is closed due to an accident. This is between exit 227 in Verona and exit 235 at Weyers Cave .

In Augusta County on I-81 at mile marker 221, northbound, there is a tractor trailer accident that is partially blocking the I-81 ramp on the eastbound I-64.

Travelers southbound on I-81 should be aware of multiple accidents in Botetourt County at mile marker 172.8, which is about two miles south of Natural Bridge . The right lane is closed. Traffic is being detoured at exit 175 onto Route 11 south and back onto I-81 at exit 168. Expect delays in this area.

TREACHEROUS CONDITIONS ON SHENANDOAH VALLEY ROADS



STAUNTON – Treacherous driving conditions exist in the Shenandoah Valley as a winter storm with heavy snow and sleet blankets the area this morning. The storm is arriving in the southern counties first and traveling north. Motorists are advised to drive only if necessary. Numerous accidents have been reported throughout the morning.

On Intestate 81 southbound between exit 235 at Weyers Cave and exit 227 at Verona there is an accident at mile marker 229 and another one at mile marker 227. In both cases the left lane is closed.

Staunton Police

January 15, 2008

On 1-14-08 the Staunton Police Department responded to 2700 Hanover Street,

Apartment #3, for a reported stabbing. The victim, Judith Dumas, 50, had been stabbed
multiple times and was transported by the Staunton Augusta Rescue Squad and subsequently air-lifted to the University of Virginia Medical Center.

David Ricky Christian Sr. 53, of 2700 Hanover Street Apt. 3, was arrested January 15, and charged with one count of Malicious Wounding. He was Incarcerated at the Middle River Regional Jail without bond.

Tuesday 15, 2008 - Staunton David Christian Senior was arrested after he was found this morning hiding behind a barn in Augusta County. Christian was in the car belonging to the victim Judith Dumas. He was intoxicated when they arrested him. The victim, Judith Dumas, was lying on the kitchen floor when she was found by officers. Dumas had been stabbed multiple times in her abdomen, arm. Judith Dumas, is in stable condition at this time.

Vandalized Headstones - January 15

NEWS RELEASE

January 15, 2008

The Staunton Police Department is seeking assistance identifying the persons
responsible for vandalizing numerous headstones in Thornrose Cemetery. Between 2:30
p.m. on Thursday January 10 and 7:15 a.m. on Friday January 11, unknown suspects
damaged more than 20 headstones, resulting in more than $60,000 damage.

Anyone with information regarding the identities of the suspects or any information regarding this crime is encouraged to contact the Staunton Police Department at 332-3842 or the Central Shenandoah Crime Stoppers at 1-800-322-2017. A reward of $2,000 is being offered to anyone who provides information that leads to the arrest and conviction of the persons responsible for committing this offense.

Highway work zones in the Staunton District



The following is a list of highway work that might affect traffic in the Staunton transportation district during the coming weeks. The Staunton district is comprised of 11 counties, Alleghany, Bath , Rockbridge, Augusta, Highland , Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

MOST LANES REOPENED FOLLOWING MILTIPLE ACCIDENTS

STAUNTON – Both Interstate 81 northbound lanes are now open at mile marker 244 in Harrisonburg . A tractor trailer jack-knifed and was blocking both northbound lanes. This is between exit 243 at Route 11 south and exit 245 at Port Republic Road. All southbound lanes at this location are open.

The Staunton Traffic Management Center is also reporting the following incidents that have been reported by local law enforcement authorities. No cause has been given yet, but a small but intense snow squall hit the area right around the time these events took place.

On I-81 at mile marker 247 in Harrisonburg , the southbound left lane is closed due to an accident with a passenger vehicle. This is near exit 247 at the Route 33 interchange.

In Frederick County , just south of Winchester , all lanes are now open at mile marker 309 and mile marker 307, which is between exit 310 at Route 37 and exit 307 at Route 277 in Stephens City . Both of these southbound lane incidents involved passenger vehicles according to the Staunton TMC.

In Page County eastbound and westbound lanes were closed on Route 211 near the Shenandoah County line. All lanes have reopened.

Motorists should expect delays in these areas.

Fire at Western State Hospital - January 10





Thursday 10, 2008- Firefighters responded to a fire at Western State Hospital. The fire started at 8:21 p.m. Smoke was coming out of the top of the laundry building of the hospital. In about two hours firefighters had the fire out.There was no staff or patients in the building at the time of the fire.

The fire is under investigation.

Armed Robbery - January 10




Burglary Alarm leads to Arrest

On 01/07/08 at approximately 11:30 P.M. Waynesboro Police responded to a burglar alarm at Rockfish Gap Outfitters located at 1461 E. Main Street. Upon arrival officers found that the front door had been breeched and a bicycle belonging to the store was protruding through the broken glass. At this point officers secured the perimeter and with appropriate personnel conducted a search of the interior of the building. During the search officers discovered a very intoxicated male subject who was later identified as 33 year old Jose E. Rodriguez of Waynesboro. Mr. Rodriguez was taken into custody without incident and due to injuries received to his face during the break-in was transported to AMC where he was subsequently treated and released. At the hospital it was discovered that Rodriguez had concealed items from the store on his person and once released he was taken before the magistrate where warrants were obtained for B&E with Intent to Commit Larceny, Larceny, Destruction of Private Property and Drunk In Public.

He was held without bond at MRRJ.



Armed Robbery

On 01/07/08 at approximately 11:00 P.M three suspects, at least one of whom was armed with a handgun accosted a 19 year old pizza delivery driver in the 200 block of port republic road. After luring the victim, who had exited his vehicle to make the delivery, around the side of a building the gun was brandished and the suspects ordered the victim to turn away from them while the perpetrators removed money from his pocket and took the pizza he was carrying. The suspects fled the scene on foot in the direction of Shiloh Ave and the victim was able to return to his vehicle and leave the area, when he returned to the pizza shop to report the incident.

Description of the suspects are as follows:

1. light skinned black male black pants, black hoodie, black beanie cap, bandana or covering over nose an mouth.

2. male 6’ “skinny” dressed the same

3. black male, 5’6”, dressed the same

Officers collected evidence in the area of the scene and along the route of escape which will be sent to the state lab for analysis.

This case remains under investigation.

Charges in train collision - January 10



We have charged Megan Williams, 24 of Waynesboro, who was the driver of the 1993 Nissan that was involved in the crash at the N. Poplar Railroad crossing on 12/23/07. The charge is Reckless Driving and the warrant was served on 01/06/07, and I do not have a court date as of right now.

Bridge deck replacement. Detour will be as follows: Westbound traffic take Route 741 ( Old Quarry Road ) east to Route 607 ( Mt. Solon Road ) north to Route 42 ( Scenic Highway ) south to Route 739. Eastbound traffic take Route 42 north to Route 607 south to Route 741 west to Route 739. Road Closed and Detour signs will be posted.

* (NEW) Route 775 – Bridge work 1 mile east of Route 900 to 0.05 mile west of Route 608 on Jan. 7.

* Route 903 – Tree trimming from Route 693 to end of state maintenance, daylight hours.

* Route 912 – Tree trimming from Route 610 to Route 660, daylight hours.

* Route 914 – Tree trimming from Route 608 to Route 635, daylight hours.

* Route 1401 – Tree trimming from Route 1402 to Route 1403, daylight hours.

* (NEW) Various Roads – Bridge maintenance, shoulder repairs, brush cutting, pothole patching, and scraping dirt roads.



MULTIPLE PROJECTS AWARDED IN STAUNTON DISTRICT



At its December 13 meeting, the Commonwealth Transportation Board awarded two projects in the Virginia Department of Transportation Staunton District. The VDOT Staunton District serves Frederick , Shenandoah, Clarke, Warren , Page, Rockingham, Augusta , Highland , Rockbridge, Alleghany and Bath counties.



General Excavation Inc. of Warrenton was awarded a $3,312,442.35 contract to improve the acceleration lanes on Interstate 81 at exit 307 at Route 277 in Stephens City , exit 315 at Route 7 in Winchester and the Virginia Welcome Center and Safety Rest Area in Clear Brook in Frederick County . The construction will provide a 12-foot paved ramp with 12-foot paved shoulders and a five-foot graded shoulder. The project also includes intersection improvements at Route 522, which is 0.27 miles north of Route 679 near Winchester . A left-turn lane will be built, drainage improved and guardrail will be installed. The project will improve safety in these locations by providing additional merge areas for travelers entering I-81 and providing a dedicated turn lane for left and U-turn traffic on the divided portion of Route 522, just north of Winchester . The project has a fixed completion date of Nov. 1, 2008.



General Excavation Inc. was awarded a $7,674.952.55 contract to construct the Jeremy’s Run bridge on Route 340 in Page County . This bridge will be a replacement for the current structure which is deteriorating. The new 446-foot bridge will be built next to the current Jeremy’s Run bridge. The project including the bridge and its approaches will be .65 mile long. Lanes will be 12-feet wide with four-foot paved shoulders and a 10-foot graded shoulder. A right-turn and a left-turn lane will be constructed for traffic using Route 662 ( Rileyville Road ) located south of the bridge. The left-turn lane will be a center lane on the bridge. The project will be constructed to meet items in a memorandum of agreement with VDOT, the Federal Highway Administration, Page County government and the Scenic 340 Project concerning the protection and historical integrity of the area. The project has a fixed completion date of Nov. 12, 2009.



On December 7, Virginia Department of Transportation Commissioner David Ekern awarded a $697,219.00 project to Fielder’s Choice Enterprises Inc. of Charlottesville for improvements on Route 256 in Augusta County . The project, located in Weyers Cave , extends from .22 mile west of Route 276 to .13 mile east of Route 276. The project will provide a combined left-turn and right-turn lane on Route 256 serving the intersections of Route 276 and Route 750. This center lane will be 12-feet wide. All curb, gutter and concrete ditches will be replaced. The road at Route 276 will have two 18-foot lanes plus the center lane, with curb, gutter and a sidewalk. The intersection will have two sidewalk ramps for handicap access. At Route 750 there will be two 10.5-foot travel lanes plus the center lane with graded shoulders. Route 750 will be widened at this location to help drainage in the area. This project will improve safety in the area by providing a dedicated lane for traffic waiting to turn into these two side roads.



At its November 7 meeting the Commonwealth Transportation Board awarded a $63,060.00 contract to Nu-Valley Fence Co. Inc. of Greenville . This contract will be for fence replacement at selected locations on interstate, primary and secondary roads in Shenandoah and Frederick counties. The contract is for one year with renewal options for the next two years.
